Letter-to-the Editor: Why is There No Moral Turpitude Clause in the City Manager’s Contract?

Kenny Lane, Rowan County, N.C.

♦ I have a couple questions.

Number one:  Why is there no moral turpitude clause?  Under the terms of this contract the City Manager hypothetically could have gone on national television and urged legalizing pedophilia, proclaiming Salisbury as “Pedophile-Friendly ”  and the city would have been contractually bound to pay him for a year?

Number two: Why does it only allow non-payment for “conviction of a felony”   Under this, the City Manager hypothetically could be indicted for embezzlement of city funds, make a plea bargain to misdemeanor larceny, and the city would be contractually bound to pay his salary for a full year after he stole from them?

Why would a businessman (Mayor Woodson) have signed this contract?  I fail to believe he’s naïve enough to run his own business in such a reckless manner, why the city?  Why are we paying a city attorney if he’s not catching such a liability nightmare?   I’m no attorney, and these issues were glaring to me; how could a trained legal representative not have had issues with them?

Am I the only one questioning if this “contract” is the real contract or just offered up as an excuse why the settlement was paid?  And why don’t these city council people appear to know anything about what’s going on?  Are the people of Salisbury electing ornaments who sit there reading the city manager’s scripts?

Salisbury’s city government has been blindfolded long enough.  Time for a full scale investigation by outside agencies.
