From Rep. Harry Warren: New Laws Effective July 1, 2014

Several new laws will go into effect today.  I have listed below some that I thought might be of interest to you.

HB 937, Amend Various Firearms Laws.  Included in this bill is a provision that allows county sheriffs to issue concealed carry permits to nonresidents, as long as they first do a criminal background check and make sure the person plans to use the weapon to protect his/her home or to use it for hunting or target shooting.

HB 1050, Omnibus Tax Law Changes.  This act amends the Revenue Laws as recommended by the Revenue Laws Study Committee.  One of the more interesting items included in this law is the section that says you can be convicted of a misdemeanor (punishable by community service or jail time) if you give an inmate cigarettes or other tobacco products.

HB 371, Chiropractic Assistant Certification/Fee.  This law mandates that chiropractic assistants obtain a competency certificate from the State Board of Chiropractors Examiners within 120 days of employment.

HB 698, Background Checks for Firefighters.  This is an act to authorize criminal history checks for current volunteers or paid fire department personnel and emergency medical services personnel.

HB 817, Strategic Transportation Investments. This bill was designed to strengthen the economy through strategic transportation investments.  One of the more interesting facets of this bill is the part that mandates that the NC Department of Transportation give the Board of County Commissioners a list of the roads that get priority in the annual paving program.

SB 321, Inmate Costs/Ct. Appt./Notaries. Among other things, this law allows county jails to use Medicaid to pay for the medical treatment of eligible inmates.
