Subject: panhandling-growing epidemic in Salisbury

We were out doing errands this past week and there were panhandlers all over the town. It seems that this has been a growing trend since cities such as Greensboro, Winston-Salem. Raleigh-Durham and Charlotte instituted codes against panhandling. We looked through Salisbury’s Code of Ordinances and could not find one on this subject. Is it possible, as bloggers suggest, that panhandlers are coming to Salisbury because we do not require permits?
While we are aware of the overwhelming need, we would like to see such an ordinance in Salisbury so people would receive resources from appropriate places such as Rowan Helping Ministries. One doesn’t know what the panhandlers intend on doing with the money they are receiving.
Would you please look into this and let us know if there’s anything we can do?

Good Afternoon, Mayor,
Citizen Mary Stoner called today regarding concerns that her neighbor across the street in her Sedgefield Acres neighborhood is building a fort around his house.
She would like to speak with you briefly, today if possible. Her neighbor is a former veteran, and she says that other neighbors also believe he is building a fort, and they are all afraid. She also stated that he has painted his house a camo green color (it used to be white).
She said that she has spoken to the Police Department about it, but that “they won’t do anything.” That is why she is calling you. She also stated that Councilmember Kennedy lives in this neighborhood and is aware of the situation.
She has a meeting tonight with other members of the HOA at 7 pm to discuss this situation, so that is why she hopes to speak with you this afternoon.

Subject: Mr. David Harrison called Floral Grave Robbing
Good Morning Mayor,
Mr. David Harrison of Harrison Florist noted the City Cemeteries are cleaned every year during the last week in March and the plastic flowers are removed from the graves and placed behind the office in Chestnut Hill. Mr. Harrison stated a local florist goes through the silk flowers and removes the ones it can resale. He pointed out this practice gives the local florists a bad name, and he asked that the silk flowers be disposed of as soon as they are removed from the graves.

Subject: Fibrant TV Price Rise

I am writing to express some concerns in the proposed budget for Fibrant. But it is first worth noting that I have been a satisfied Fibrant customer since March 17, 2011, with Internet, TV and telephone services. My concerns are with the proposed changes related particularly to the television programming and the associated costs.
Over the years the services offered by Time Warner Cable and AT&T UVerse have continued to evolve and improve, while Fibrant has been sitting still. Fibrant has the potential and infrastructure to be top-notch, however I just do not get the impression that much is being done to improve the television services offered.
To start with, coming to Fibrant from Time Warner Cable, the on screen program guide lacks a good bit. This is not a major concern, but definitely worth noting.
Other larger concerns involve the additional features that the two competitors offer, such as On Demand programming – Time Warner Cable offers an extensive lineup of on demand programming from all of the major networks, Fibrant offers only few on demand programs with nothing from any major network. Another feature that Time Warner and AT&T offer is the ability to watch and control your TV and DVR from a tablet, laptop or even a smartphone – Fibrant does not offer any of these options. AT&T is also advertising their new wireless set top box, which allows you to easily move your TV without having to rewire anything – Fibrant does not offer this.
After reading the proposed budget for 2014-2015, it concerns me that Fibrant is considering raising television rates and changing the tier options. While I realize that there may be more cost involved, but as a customer and a citizen, I do not get the impression that Fibrant TV is advancing and continuing to offer the same features and services that competitors already offer.
Over the years, my dedication has remained with Fibrant. This dedication has not necessarily been based on the offerings or services, but more as a citizen of Salisbury supporting my local government and keeping my business local. And also, while I have no plans of changing my service, it should also be noted that I could easily get similar or higher levels of service from Time Warner Cable, AT&T or any satellite provider, for a lower cost than I am currently paying with Fibrant. While my loyalty remains, others may not be as loyal, and would likely change to another provider to get the same level at a lower cost.
I appreciate you taking the time to read my concerns, and hope that you will keep this in mind as you begin to review and debate the 2014-2015 Budget.
