♦On Thursday evening the Rowan County Commissioners and Rowan-Salisbury Board of Education met in a closed session to discuss school funding. This was the third such meeting in the debate over the amount of county funding for the Rowan-Salisbury School System. Prior to the closed session, Commission Chairman Jim Sides questioned mediator Willis Whichard if discussion between the two parties was required to take place in closed session. Whichard replied that while state law doesn’t explicitly require it, the law clearly contemplates that talks occur behind closed doors. Whichard couldn’t imagine productive negotiations going on otherwise.
A three hour limit was set prior to Thursday evening’s school funding discussions. An impasse between the commissioners and the school board centered on future mediation dates toward the end of Thursday’s meeting. County commissioners proposed dates in early August while the school board suggested several July dates. When no decision took place, Whichard requested the attorneys for both bodies meet and set a time.
