♦Will the Local Government Commission (LGC) okay the Downtown Central Office going forward at 329 S. Main Street? Or will this state commission give it a hearty thumbs down as some Raleigh observers suspect? At this time the proposed Central Office’s 35 month lease faces some stiff obstacles. First an LGC statute looms strongly in its path. NC General Statute §159-81, regarding the powers of municipalities to issue debt, is a powerful candidate to derail the proposed 329 S. Main project. Of some concern too is that lenders will balk at some challenges with property. It is also touch and go that the LGC may frown upon a 35 month lease appearing as little more than a devious approach to circumvent LGC statutes. Further the LGC may take a dim view of a lease that permits the school system to back out after 35 months. Salisbury could be left holding an empty building. And lastly the LGC may examine Salisbury’s debt.
