♦ Phillip Albert Brown III, 35, whose last known address was on 400 block of Leazer Road just outside of Salisbury, was arrested Friday for failing to notify of a change of address by a registered sex offender (felony) and an outstanding warrant for assault on a female. Brown was arrested by Sheriff’s Office deputies on Parks Road near Highway 152. Brown has a history of violence against women and a string of sex crimes dating back into the late 90’s.
Since March Brown was on the Rowan County Sheriff’s Office Most Wanted List when he failed to report a change of address.
Law enforcement kept an eye Brown’s known Salisbury hangouts: biker bars and strip joints. Brown sported identifying tattoos: “Take No Prisoners”, an anarchy symbol, and a skull with a rose and was known to walk with a swagger.
Brown is under a $10,500 secured bond and is being held in the Rowan County Detention Center.
