According to Rowan County Sheriff’s Office and Salisbury Police sources Devin Allen Kelly, 24, of Old Concord Road in Salisbury, Randy Joseph Roseman, 61, (a founding Member of the Ghost Riders Motorcycle Club) and his wife Heather Marie Adkins, 44, both living at 370 Phaniels Church Road in Rockwell were targets of a combined drug investigation conducted by the Salisbury Police, the Rowan County Sheriff’s Office, and the U.S. Department of Homeland Security.
Kelly from 4805 Old Concord Road in Salisbury was charged with 2 counts of possession with intent to sell/manufacture/deliver controlled substance schedule II (felony), 2 counts of possession of controlled substance schedule II (felony), maintaining dwelling/vehicle controlled substances (felony), possession of controlled substance schedule II (felony), simple possession of schedule VI (misdemeanor) and possession of drug paraphernalia (misdemeanor).
Under a secured $195,000 secured bond, Kelly is being held in the Rowan County Detention Center.

Roseman was arrested on Ed Weaver Road during a traffic stop, after an alleged drug sale involving black tar heroin, was charged with conspiring to traffic opium/meth (felony), 2 counts of possession with intent to manufacture/sell/deliver controlled substance schedule I (felony), and 6 counts of trafficking opium or heroin (felony).
Investigators allegedly found $3,500 in cash and 6 grams of black tar heroin on his person.
Under a secured $50,000 bond, Roseman has since bonded out of the Rowan County Detention Center. A search of his home turned up 11 grams of heroin, $2,273 in cash, a 12 gauge shotgun, and a 9 mm handgun.
Randy Joseph Roseman:
Adkins was charged with 2 counts of conspiring to traffic opium or heroin (felony) and trafficking opium or heroin (felony).
Under a secured $30,000 bond, Atkins has since bonded out of the Rowan County Detention Center.
