♦ Salisbury Police Department sources reported that Norman Basinger, 57, of 1216 of S. Salisbury Avenue, Spencer was the victim of an “assault-gun” on E. Council Street near the intersection of N. Clay Street in Salisbury. Cynthia Lynn Williams, 58, of the streets of Salisbury, allegedly opened fire on Basinger with a Taurus semi-automatic handgun during an escalating argument. The two knew each other from the streets. Police sources allege the two were impaired. No injuries were reported. The crime was reported to 911 dispatch at 4:08 p.m. and the Salisbury Police arrived a short time later.
Williams was arrested walking along the street at 622 E. Council Street. A Taurus handgun was seized. Handcuffed, she was taken into custody and charged with “assault with a deadly weapon” (misdemeanor). Under a secured $1,500 bond, Williams is being held in the Rowan County Detention Center.
