Throughout the drafting , promotion and passing V.I.V.A., the Voter Information Verification Act, opponents to protecting the integrity of the voting process kept claiming that VIVA was a “solution looking for a problem”. At Wednesday’s (yesterday) Joint Elections Oversight Committee meeting, Ms. Kim Strach disclosed that she had found the problem and shared it with the committee, (which, being televised, live) essentially, shared with the world.

One of the provisions that Reps. Murry , Samuelson and I put in VIVA, was the direction to join a consortium of 27 other states that agreed to share SBOE registration and voting information. These pages reveal the results from a search of the 2012 election records. Bear in mind that New York, Florida and California are NOT participating. I have not doubt that the numbers would be significantly higher if just Florida and New York were included.
In the interest of full disclosure, of the 81 dead voters who cast a ballot, there is a possibility that 31 of them may have cast an absentee ballot before passing away and the vote not counted until after their death. However, there is no doubt that the remaining 49 voted after they had died.
There may be literally a handful of clerical or human errors among the other numbers of multiple – state registrants ( approximately 180,000 ), but there is no doubt that the numbers and their magnitude validate the anecdotal evidence that all along demanded the issue be addressed.
As a member of the committee, I was able to thank Ms. Strach and her department ( the State Board of Elections) for the excellent job that they have been doing . Under her direction, the SBOE has embraced VIVA beyond my expectations and are enthusiastically working with other state departments to co-ordinate a successful implementation of Voter ID as mandate by VIVA. I, and several other members, Rep. Tim Moore and Sen. Thom Goolsby, encouraged Ms. Strach to continue to research all pertinent information on the dual voters in order to pursue criminal charges for the commission of felony voting.
