Jacob Scott Parrish was Arrested Friday Morning by the Granite Quarry Police for an Alleged Statutory Rape

♦ Jacob Scott Parrish, 18, of 432 W. Bank Street in Granite Quarry, was arrested early Friday morning by the Granite Quarry Police for an alleged statutory rape of a victim known to him.

Parrish was charged with statutory rape/sex offense of a 13/14/15 yoa by defendant 6 years older.  Under a secured $50,000 bond, Parrish is being held in the Rowan County Detention Center.  His next court date is on June 15th.

♦ Firebug loose in Walmartia!  On Thursday at approximately 3:50 p.m. someone in Walmart’s pet food section set fire to some dog food.  Luckily an employee spotted smoke and the fire was quickly extinguished before the Salisbury Police were summoned to the Salisbury’s largest chain retailer at 323 S. Arlington Street.  Perhaps the arsonist will appear in the store’s security video.

At present the arson remains under investigation and no suspects are yet named.

At approximately 2:20 a.m. someone set fire to a blue 2005 Chevvy Mailbu parked on the street infront Terry Germaine Cathcart’s home at 1319 W. Bank Street in Salisbury’s West End.

Sunday Night a Man Shot in a Car-to-Car Gunfight in Salisbury Near North Main and 11th Streets. Wounded Man Airlifted to Hospital

♦ Sunday around 9 p.m. an unidentified black male was shot in a car-to-car gunfight in Salisbury near North Main and 11th Streets. The car, the wounded man was driving in, went off the road on Jackson Street and came to a halt.

EMS transported the wounded man, alleged to be bleeding profusely, to Novant Rowan Regional Medical Center for emergency treatment. Later he was airlifted to Baptist Hospital in Winston-Salem. His condition is unknown.

Last evening the area around Jackson and North Main became active with Salisbury Police and Sheriff’s Office vehicles as investigators combed the area for shell casings and spoke with anyone who might have witnessed the shooting

At this time the police have no suspects and no motives.  The shooting remains under investigation.

Salisbury Police Bust a Carload of Alleged West End Shooters and Allegedly Faced Resistance in Making Arrests

♦ Sunday morning the Salisbury Police received a dispatch that neighbors heard multiple gunshots on Lloyd Street and described the gray Chevvy Impala allegedly witnessed at the scene.  Police, already patrolling the area, responded to the call.  In short order the Chevvy Impala was spotted with one of its front headlights out.  An officer pulled the car over.  When he approached the car, he smelled pot.  One of the occupants allegedly admitted holding a “joint”.

When the officer searched the Chevvy Impala, he allegedly found 3 handguns (a Ruger 9 mm, a Sccy/Spx2 9 mm, and a 40-caliber), $455 in paper currency, 8 grams of marijuana, several boxes of ammo, and digital scales.

After the officers arrived at police HQ they began to buck trouble.  Ebin Shaheed Williams, 19, of South Lee Street in Salisbury, allegedly refused to sit down and wound up kicking officer Scrip in the head.  That lead to Williams allegedly being Tazed and placed in leg shackles.  Still shackled, he allegedly tried his luck kicking again and spitting at  officers.

Ebin Shaheed Williams was charged assault on an officer (misdemeanor), resist,/obstruct/delay an officer (misdemeanor), communicating threats against an officer (misdemeanor), possession of a firearm by felon (felony).  Under a secured $40,000 bond, Williams was held in the Rowan County Detention Center.

Chad Antonio Wilks, 19 of Lloyd Street in Salisbury, was charged with carrying a concealed weapon (misdemeanor), possession with intent to manufacture/sell/deliver a controlled substance schedule VI (felony), and resist/obstruct/delay an officer (misdemeanor). Under a secured $4,000 bond, Wilks was in the Rowan County Detention Center until his release on bond.

Timothy Dwaye Rhodes, 19, of Lloyd Street in Salisbury, was charged with carrying a concealed weapon (misdemeanor), Under a secured $1,000 bond, Rhodes was in the Rowan County Detention Center until his release on bond.

Destini Taira Brashae Kimery, 18, of Tanglewood Drive in East Spencer was charged with carrying a concealed weapon (felony).  Under a secured $500 bond, she was held in the Rowan County Detention Center until her release on bond.

♦ Tomorrow North Carolina voters living in the newly formed 13th district will vote in a special election to determine which of the 17 candidates they want to represent them. One of these candidates is Senator Andrew Brock. Senator Brock is currently serving his seventh term in the NC Senate. He has a proven conservative record and is a strong, consistent supporter of government transparency. He is a proven advocate of fiscal responsibility. Senator Brock is pro-life and strongly supports the 2nd Amendment.

Senator Brock serves as chair of the Natural and Economic Resources Appropriations Committee, the Agriculture/Environment/Natural Resources Committee and the Joint Information Technology Oversight Committee. He also serves on the Joint Governmental Operations Committee, the Finance Committee and Ways and Means Committee among a number of others. I’ve had the opportunity to meet and speak with Senator Brock several times. I’ve always found him to be open and forth-coming. He is willing not just to explain his view on issues, but to listen to citizen concerns about them. Senator Brock is always extremely well informed. He has a proven record, he’s experienced with NC government and is dedicated to his constituents. We are fortunate, several of the candidates running would serve NC well. Manhunt Ends for Alleged Salisbury Meth Chemist Jared Anthony McManus Arrested Monday Morning

♦ The manhunt ended for alleged Salisbury meth chemist Jared Anthony McManus, 32, arrested early Monday morning. He was charged with maintaining a dwelling/vehicle for controlled substances (felony), manufacturing controlled substance schedule II (felony), possessing an immediate precursor chemical (felony), and possession of drug paraphernalia (misdemeanor). Under a secured $150,000 bond, McManus remains in the Rowan County Detention Center.

The RFP Article Appearing on June 1st: “Manhunt for Jared McManus after Two-Pot Meth Operation Allegedly Found Tuesday on his Candlewick Drive Property in Salisbury”:

“Rowan County Sheriff’s Office deputies along with firefighters in hazmat suits raided 605 Candlewick Drive in Salisbury Tuesday. After tips from informants that something was “cooking” on the Candlewick Drive Property, the Rowan County Sheriff’s Office armed with warrants methodically combed the property looking for Jared Anthony McManus’s alleged lab and the chemist himself. The found two separate one-pot meth labs in the rear of the property–one in a dog house on the back porch and a second in the back yard. They struck out on locating McManus. He remains at large as of Wednesday morning.

During Tuesday’s search through McManus’s property they allegedly found ample evidence of meth production and the supplies and chemical precursors required to create one of the most addictive and toxic drugs on the street. McManus lived with his family at 605 Candlewick Drive and was on probation after his conviction on April 20th 2016.

McManus faces charges of manufacturing methamphetamine(felony), possession/distribution of methamphetamine precursors(felony), Maintaining a dwelling to keep and sell a controlled substance (felony), and possession of drug paraphernalia (misdemeanor).

“As Salisbury, N.C.’s meth epidemic mushrooms, Jared Anthony McManus, 31, alleged Salisbury meth chemist, was arrested at his garage lab Friday.

After obtaining a warrant to search McManus’s house on Candlewick Drive, Salisbury Police discovered precursor chemicals commonly employed in meth manufacture. Also uncovered was a single-pot methamphetamine lab in his garage.

McManus was charged with manufacture of Control Substance II, traffic in drugs, possession of immediate precursor chemical, and possession of drug paraphernalia.

McManus, under a $100,000 secured bond, was booked into the Rowan County Detention Center.

In August 2014 McManus was charged with possession of heroin and drug paraphernalia.”

♦ City Council was a packed house tonight, primarily regarding the proposed former Catholic Church/school rezoning surrounding the 100 block of North Fulton to a wedding party venue. A few folks spoke in favor and many against. David Post and Brian Miller quickly indicated their favorable a positive ruling after comparing present uses allowed under current zoning and what could be placed there in the future. Maggie Blackwell and Kenny Hardin, citing potential traffic, parking, and noise problems in the neighborhood from this changed use, voted “No.” After speaking for so long that entire civilizations must have risen and fallen during the duration, Mayor Alexander voted “yes.” Her major focus was on preserving the church building from being torn down at a later date and replaced with something not as “positive.” (Forget about the folks living there–they don’t count)  State law requires 4 votes to pass on the first reading. At a second reading, during next council, three “yes” votes will carry. So, unless someone changes their minds…

Miller mentioned that present zoning would allow uses for low income apartments which might bring in “undesirables”, to which Mr. Hardin took exception in that low income does not always mean undesirable folks.  Mr. Miller sort of apologized.

I pointed out during hearing that while I moved into an area with wedding venue nuisances like Mayor Alexander’s Heritage Room and the Community Building with eyes-wide-open, the residents of the Graded School District were having the potential nuisance moved in on them. I also opined that the Catholic Church owned deep pockets and could afford to keep their building up, but we don’t know about the potential new owners.

Lots of folks talked about the crime, violence and city-wide shootings. One lady who moved from Rochester, NY, which she described as the past crime capital of the U.S. before Detroit exploded, said she felt in more danger living in Salisbury. Several speakers called for more police. During the budget hearing, I suggested we sell Fibrant and plug in the $3 plus million dollar annual negative budget hole it’s causing and said if we couldn’t sell it then a tax increase would be necessary to plug that hole. We need to return the Salisbury Police to the 107 members we used to have. Yes, I suggested we raise taxes to do it, because people were getting killed or scared away. One lady from the West Side said that young gang members were shooting folks because they knew Salisbury Police were understaffed. Rowan County’s District Attorney and SPD received citizen criticism for 13 unsolved murders.

There was a public hearing on granting Downtown Salisbury, Inc. a new contract to spend our (my) municipal service district tax, (the majority of which pays the debt on Brian Miller’s derelict Empire Hotel” in South Main Badlands) on events. The only benefit of this Empire debacle to downtown merchants is to function as a bat habitat that no doubt reduces our chances of contracting the Zika virus or even the more dangerous La Crosse Encephalitis from airborne mosquitoes. Hey, could we market downtown apartments to young couples on that basis?  Breed in the safety of the Empire Bat-tel!

In all honesty, RFP and I had a little egg on the face moment as we loaded an article on the City not placing the Municipal Service District contract up for bid as new state law requires. Apparently they did, however quietly, and we “pulled” the article. I did request that any contract with DSI require them to be subject to the same FOIA request as the city so citizens could look at their budget. DSI Past president Mark Lewis said their budget is online on Salisbury’s webpage (despite my and several others best attempts to find it.) More troubling was Lewis’s assertion that he offered to email me a copy during the last municipal election, when that was patently false. He offered “to have lunch” and let me see it. I turned him down on that. If I can’t have a copy of something like that, then it’s useless to me.  So much for transparency.

This disgusted me and I left. RFP will post the city video when it eventually shows up unless people in City Hall make it disappear as “non-positive” segments have magically done before.  The video is well worth watching.

By the way, I did tell council what’s happening on the streets with all the murders and shootings. That info was not confidential and gained through our interviews with folks on the street. The “Focused Deterrence” program I suggested last year, borrowed from High Point, coupled with the hiring of a certain Black High Point Police Captain, now passed over by City Manager Bailey and a restoration of Salisbury Police Department numbers and salaries probably would have had this more under control. Then again, I am neither a grandmother nor banker and clearly have no idea what I am talking about.

Alleged Drug Dealers Busted on Bendix Drive in Salisbury Tuesday After Two Month Sting by Salisbury Police and Multiple Agencies

♦ For 60 days a joint undercover team from the Salisbury Police, Rowan County Sheriff’s Office, SBI, ATF, and Department of Homeland Security allegedly made undercover heroin purchases from Salisbury felon Antonio Devon Henderson, 34, of North Jackson Street.

On Tuesday night the team closed the show on Henderson and an alleged accomplice Christopher Jerome “C-Lo” Toomer, 28, of W. 26th Street in Winston-Salem.  The pair allegedly drove up to their rendezvous with undercover officers at 275 Bendix Drive and were  quickly arrested and taken into custody.  Officers seized 13.1 grams of “crack” that Toomer allegedly packed in the front of his underwear. Henderson allegedly had a little over a gram of heroin in his possession.

Henderson was charged with 10 counts of selling/delivering a controlled substance schedule I (felony), possession of a controlled substance schedule I (felony), and probation violation (misdemeanor).  Under a secured $160,000 bond, Henderson is being held at the Rowan County Detention Center.  His first court date is on June 9th.

Toomer was charged with possession of controlled substance schedule II (felony), maintain dwelling/vehicle for a controlled substance (misdemeanor), possession with intent to manufacture/sell/distribute a controlled substance (felony), and conspiracy (felony).

Spencer Police Looking for Information about a Sunday Night Shooting on 2nd Street Near South Rowan Avenue

♦ The Spencer Police Department is looking for information about a shooting that took place Sunday at around 8:25 p.m. on Second street near South Rowan Avenue.  An unidentified Black male was wounded and transported to Novant Rowan Regional Medical Center with non-life threatening wounds.

Area witnesses described seeing a green colored Dodge or Chrysler vehicle speeding from the scene of the shooting with at least two occupants.  Numerous shots were heard fired in the area.  The Spencer police continue their investigation.

The Status of Rural High-Speed Internet in Rowan County and the Forgotten Factor: Go Anywhere High-Speed Satellite Internet

♦ On Monday the County Commission buzzed about the status of rural high-speed internet availability in those difficult to reach areas of Rowan County where major cable providers (TWC/Charter Spectrum, Windstream, or AT&T U-verse) are not yet running either cable or fiber. In reality profit motivated cable or fiber companies don’t see any profit in running their services to areas where few houses exist or to unibomber cabins deep in the woods. Left out in Monday’s discussion was the fact that many folks dwelling far from neighbors is that most of those people have access to satellite internet. Satellite internet can be installed anywhere save for deeply forested areas and in those places cut off from the Southern horizon by mountains. You don’t want a silo blocking the Southern horizon either.

All the satellite internet providers in Rowan offer at least 10 Mbps and one Hughes.net can provide 15 Mbps. Due to “next generation” satellites being placed in orbit, speeds of 50 Mbps or more will be available from some satellite providers in the very near future. And just over the horizon long distance wireless relay points will provide gig speeds.

Because of 10 Mbps and 15 Mbps satellite internet availability in Rowan I doubt Rowan would qualify for a grant.

Grady Edward Austin, Jr., Allegedly a Major Drug Supplier, was Arrested after an Undercover Heroin Sting Thursday in East Rowan

♦ Grady Edward “Eddie” Austin, Jr., 57, of Faith, N.C. and allegedly a major drug supplier, was arrested Thursday evening after an alleged multi-sale undercover heroin sting conducted by the Rowan County Sheriff’s Office, the SBI, the Salisbury Police and other law enforcement agencies over the course of a year. On Thursday officers raided a house on 375 Nazareth Home Road just off Highway 52 in East Rowan. The house down the road from the Saleeby-Fisher YMCA. The case against Austin began after an overdose death occurred in the house back in June 2015. Substantial quantities of black tar and brown tar heroin and meth were allegedly being dealt from the address and the dealing attracted much attention in the neighborhood.

More arrests are expected in the case.

Law enforcement allegedly found 45 grams of heroin on Austin during the Thursday evening raid. Investigators also located several firearms including shotguns and pistols, ammo, additional heroin, over $2,000 in cash, marijuana, used syringes, and scales inside the house.

Austin was charged with multiple counts trafficking heroin or opium (felony) and maintaining a dwelling/vehicle for a controlled substance (felony). Under a secured $2,000,000 bond, Austin is being held in the Rowan County Detention Center.

Countywide Drug Dealer Sweep by the Rowan Sheriff’s Office Nets Three Suspects Arrested and Four Suspects Being Sought

♦ A countywide drug dealer sweep by the Rowan Sheriff’s Office lead to three suspects arrested and four suspects being sought.  According to law enforcement sources investigators working undercover made numerous controlled substance buys along with warranted search and seizures.  In some instances drug buys were made back in 2015.

Arrested during this Sheriff’s Office suspected drug dealer sweep were:

• Sara Pearl Keith, 31, charged with six counts of trafficking opium or heroin (felony).  She was arrested on Thursday.

• Robert Jeffrey Baldwin, 45, charged with trafficking a controlled substance schedule VI and possession with intent to sell/deliver a controlled substance schedule I (felony).

The Rowan Sheriff Office a currently searching for four suspects sought for various drug charges.  They are:

• Parrish Nathaniel Jefferson, 25, sought for possession with intent to sell/deliver and traffic controlled substance schedule I.  His last known address was 741 Lark Glen Drive in Mooresville.

• Charles Milton Davis, Jr., 51, is sought for trafficking heroin or opium.  His last known address was 306 Lakewood Drive in Salisbury.

Lyniece Chauntay, a Livingstone College Employee, Robbed at Gunpoint Wednesday on the 800 Block of Old Plank Road in Salisbury

♦ Lyniece Chauntay, 27, a Livingstone College Employee who lives on Farm Pond Lane in Charlotte, was robbed at gunpoint by a young black male on the 800 block of Old Plank Road, between W. Thomas Street and South Craig Street. at around 4 p.m.  The robber, an acquaintance of Chauntay’s, allegedly held a pistol on the young woman and demanded she turn loose her wallet and cell phone.  Altogether the gunman helped himself to a Samsung cellphone valued at $800, a wallet, a credit card, a social security card, and $340 in paper currency.

No one was hurt that evening. At this point no suspects were named and no one has been arrested. The investigation continues.
