Salisbury: Crawford Street Home Burgled and Looted Wednesday // Break-In on E. Lafayette Tuesday. High-End TV Gone–Broken Window

♦ In Salisbury there’s nothing like coming home at night and finding a loved one murdered.  Next in the pecking order of knowing you and your family are unsafe is when you find your home burglarized and every room ransacked. Your entertainment center is long gone and your front door is off its hinges. Burglaries are on the uptick during the second half of 2016. (Even if some are downgraded as vandalisms)

According to sources in the Salisbury Police Department a burglary-forcible entry was reported at 9:28 on the 100 block of Crawford Street where Jacob Gallman, 25, came home and noticed his front window was shattered by a blunt object. When he opened the front door he saw that miscreant pillaged his spot. Gone were his Remington 870 Shotgun, his Smith & Wesson carbine, a Crossman pellet rifle, ammo, 2 Samsung TVs, a Sanyo TV, 2 Sony Playstation video game players, and a Dell Inspiron Laptop. The total take was valued at $3,290.

♦ Sources in the Salisbury Police department report a burglary-forcible entry at a home on the 500 block E. Lafayette Street belonging to Mary Jeter, 67.  The burglary was reported at 10:47 p.m. after Ms. Jeter noticed someone knocked out a window and gained entrance into her home.  Gone were her big screen Sony TV and her peace of mind.  Someone, unknown to her, checked out her living space.  The Sony TV and her damaged window were valued at $1,4oo.

♦ On Friday September 30th Livingstone College students gathered in the Little Theater at the Harriet Tubman Building at 11 a.m. to hear Rowan County’s candidates for the Board of Education and for the Rowan County Commission offer their positions on a variety of important issues.  Hopefully in the near future the Rowan Free Press will post a video of this very important forum.  It’s great to see Livingstone student-scholars attending and participating in this campus political activity.

♦ Burglaries and break-ins add to the high cost of doing business in Salisbury, N.C.  Replacing damaged doors and windows and eating the costs of lost goods, valuables, and cash diminishes profits.

Salisbury Police sources report that Flower’s Bakery Thrift Store, a popular spot on 1405 North Main, reported a burglary–forcible entry on Thursday at 8:38 a.m.  The thrift store was entered through a broken glass door.  An undisclosed amount of bakery goods were removed.  The damaged door was valued at $150.

The burglary remains under investigation.

♦ According to Salisbury Police sources Pistol Pop’s Firearms at 3018 S. Main Street, Salisbury’s premier gun and ammo store, reported another burglary–attempted forcible entry on Friday at 2:53 a.m.  Once more Pistol Pop’s superior security setup forced the would be burglars to flee the area before they could penetrate the store.  The point of entry was the front door.  However, the very loud alarm system dissuaded the miscreants from sticking around for any serious “shopping”.

Senator Richard Burr to Investigate Veterans Headstone Laws

♦ Senator Richard Burr from North Carolina is a strong advocate for veterans and he and his office are quick to assist if a veteran is in need of assistance. It was Senator Burr back in 2008 who worked with me to finally get MoH recipient Lorenzo Denning his rightful due marker at the Salisbury National cemetery.

I was recently contacted by Don Morfe of this organization, when he learned that I had been asked to serve on Senator Burr’s veterans committee. He asked if I could work with Senator Burr to try and get the law changed so that all Medal of Honor Recipients are eligible for a VA marker. As the law currently stands, only those who died on or after 1 Nov 1990 are eligible if they already have a private marker. All MoH Recipients are eligible for a VA marker if they are in an unmarked grave.

I contacted the Senators office and received a reply from Chad Sydnor, military legislative assistant for Senator Burr. As it turns out, the VA included the request in this year’s budget submission as is has done for the past 5 years. The wording reads:

“Allow for the Provision of Government Furnished Headstones and Markers for the Privately Marked Graves of Medal of Honor Recipients: This proposal would amend title 38, United States Code (U.S.C.), Section 2306(d), to allow VA to furnish headstones or markers for the privately marked graves of all eligible Medal of Honor recipients. Costs associated with this proposal are insignificant.

For reasons unknown, the VA committee has never acted on this and Senator Burr’s office plans to investigate as to why. I will of course keep everybody updated as things progress.

Update: It turns out that the reason the legislation has never been taken up is that no member of Congress has ever shown interest in the matter. Now that a member of Congress has shown interest, SVAC offered to include the matter in their next legislative hearing, whenever that occurs. The Congressional Budget Office will need to “score” the proposal as well, even though the VA has said the cost is minimal. No promises can be made but the committee was open to taking the matter up at the appropriate time.

Letter-to-the-Editor: Oh Mr. Gene Miller

Chuck Hughes, Member Board of Education, Salisbury, N.C.

I can understand Mr. Gene Miller’s concern about the vagueness of my recent comment that during his years of employment as Rowan/Salisbury School System’s Assistant Superintendent of Operations, he was instrumental in “digging a hole that we are just beginning to crawl out of.” So let me be more specific (without even going into the issue of him bringing boxes of serviceable children’s books to the county recycling department for destruction rather than giving them to the community individually or through the public library system.)

1. Other than Carson HS, a building unneeded at the time, but admittedly is now popular due to its music and arts magnet attraction, and his roof replacement “hobby”, my opponent has nothing much to boast about.

2. When I joined the board in 2012, security cameras ran from being paltry to nonexistent while Key-less entry into schools and safety vestibules were not even a thought.

3. The security of Knox Middle School, threatened due to numerous entry sites and a design that did not lend itself to optimal surveillance with security cameras, went unnoticed.

4. The water and sewage issues at Woodleaf Elementary were just items of discussion, and they remained so for years, just items of discussion.

5. The Central Office Building was also frequently discussed, but it too remained that for years, just an item of discussion.

Even when Mrs. Cox, Mr. Wagner and I joined the board after the 2012 election, nothing much changed other than taking school safety off the back burner and putting it into heated discussions and fighting a losing battle to re-purpose money from the Central Office Building to school safety needs. We were still in the minority while the status quo controlled the board until the election in 2014 brought some conservatives to the board. Only then did conversation turn into action:

1. The Central Office Building went from discussion, to plans, to now residing on N. Main St. (You can’t win all of the fights, but at least it is not on the troubled 329 S. Main St. site.)

2. Building a new elementary school in the West became a reality. Although controversial, the need was clear and the 2014-2016 board stood strong.

3. Although mediation money for a new Knox Middle School (KMS) had to be re-purposed to the Woodleaf and Cleveland consolidation, plans for a new KMS continued and is again a priority.

4. Our schools now have, or in the immediate future will have, all of the security cameras they need, along with keyless door entry on every feasible location, and vestibules as protective buffers.

I often admit that when I first ran the board of education, I did not know what I was getting into. I believe that is how most candidates who win an election feel. Mr. Miller, however, is apparently the exception. He is quick to assure voters that after his years in R/SSS administration he “knows what (he) is getting into.” However, having to answer only to the superintendent is not the same as being a voting member of a board that answers to the county. I also suggest that after 4 years on the board, each of the incumbents running for reelection knows what he or she is “getting into” and welcomes the challenge.

Salisbury: Shooting into an Occupied Property Sunday Morning on N. Church St. // 2 Women Threatened with a Handgun on W. D Avenue

♦ Gunfire was reported in several areas of Salisbury Saturday and Sunday morning.  Below is a report of a shooting into a occupied property and a woman being threatened with a semi-automatic pistol in a parking lot in a high-crime area on West Avenue D.  A city hopelessly under siege.

According to sources in the Salisbury Police a shooting into a property was reported Sunday at 2:42 a.m. in the 1200 block N. Church Street in Salisbury. Latoya Cathcart, 29, was in her home when someone fired a shotgun at her residence, damaging two exterior walls and shattering two windows. The damage estimate was $700. Mercifully no one was injured.

♦ Salisbury Police sources report an assault with a gun took place in the Colonial Village parking lot at 231 W. D Avenue Sunday at 3:06 a.m.  Atavia Shontay Mashore, 21, and Monique Georgette Mashore, 31, were out in the lot when an unidentified acquaintance of theirs drew a semi-automatic pistol on the pair and allegedly menaced the two women. The acquaintance left the area before the Salisbury Police arrived.

Salisbury: Burglary Friday on Old Concord Road–Jewlery, TVs, and Computers Gone // Friday Knox Street Burglary Nets $3,029 in Valuables

♦ Here is only a sampling of the many breaking and entries occurring in Salisbury, N.C. according to police sources over the last 5 days.

According to the Salisbury Police a home on the 900 block of Old Concord Road suffered a burglary–forcible entry. Law enforcement received a call at 3:15 p.m. Friday from Latanya Bacon that someone forced open her front door and helped themselves to a number of her valuables. Among the stolen items were 4 rings (including a diamond ring and a wedding ring), a necklace, a jewelry box, 3 TVs, and 4 computers. The total value of all the stolen items was estimated at $4,705.

♦ Salisbury Police sources report a home in the 100 block of Knox Street was the victim of a burglary–unlawful entry. The crime was reported at 3 p.m. Friday by Teresa Hulce who arrived home to find someone forced her window open and sacked her place. Gone were 2 Sanyo TVs, a Sony Play Station 3, assorted Jewelry, 4 leather Jackets/coats, a lockbox, and a Samsung Note (audio visual equipment). The estimated value of the stolen items was $3,029.

New Information Revealed about Erica Lynn Parsons Case at Sheriff Auten’s Press Conference Held Monday Afternoon

♦ This afternoon at 2:30 p.m. Sheriff Kevin Auten held a press conference about emerging information in the Erica Lynn Parsons case Monday at 2:30 p.m. at the Rowan County Courthouse in Salisbury. That emerging information along with new information gathered over the weekend will appear below:

• Chesterfield County, S.C. Sheriff Jay Brooks told sources that Erica Parson’s adoptive father Sandy Parsons, now in a federal prison, watched by prison guards, led an entourage Sheriff’s deputies, FBI, and SBI  to a shallow grave in a heavily wooded area near Blair Hendrix Road between the towns of Pageland and Mount Croghan in Chesterfield County, S.C.  Mr. Parsons was said to be crying when he emerged from the woods.  Shortly afterwards cadaver dogs located where Erica Parson’s skeletal remains were buried in a red clay shallow grave.  According to sources in the Sheriff’s Office the scene was pretty tough to bare.

• Investigators found the first evidence within an hour, but  took almost 10 hours to excavate Erica’s grave site.

• Sheriff Auten said the site where Erica’s remains were located were never owned or rented by any member of the Parsons Family

• Sheriff Auten maintained at today’s press conference that “no pleas, arrangements or promises have been made with anyone who may be a suspect in the case.”

• At this time no charges were brought in connection with the death of Erica Parsons.  At Monday’s press conference Sheriff Auten said he hoped the North Carolina Medical Examiner’s Office in Raleigh, who positively identified Erica Parson’s remains, will help determine what charges will be appropriate for the case. The Rowan County Sheriff’s Office will also work with Rowan County District Attorney Brandy Cook in determining charges.

• Sheriff Auten said investigators believe Erica was deceased long before she was reported missing.

• Sheriff Auten told the press conference that Lyerly Funeral Home in Salisbury volunteered to handle Erica’s funeral arrangements. The West Lawn Memorial Park in China Grove donated a plot for her. No date was set for Erica’s funeral service. The public can make donations toward the cost for “Erica’s Angel” and marker. Donations will also assist Prevent Child Abuse Rowan County.

These matching grants are available on a competitive basis for exterior projects on owner-occupied houses in the four residential local historic districts: North Main Street, Brooklyn South Square, West Square and Ellis Street Graded School. (b) Parks and Recreation will hold the 10th Annual Autumn Craft Show Saturday, October 15, 2016 from 10:00 a.m. until 4:00 p.m. at the Salisbury Civic Center, 315 South Martin Luther King, Jr. Avenue. (c) The Community Appearance Commission will partner with the Housing Advocacy Commission, Historic Salisbury Foundation and Livingstone College for the sixth annual BlockWork neighborhood improvement project. The event will be held on National Make a Difference Day, October 22, 2015, from 8:30 a.m. until 5:00 p.m. in the 800 and 900 blocks of West Horah Street. The 800 and 900 blocks of West Monroe Street will be closed to through traffic during the event, and parking will be available off South West Street. (d) Downtown Salisbury, Inc. will host an Open House Tuesday, October 25, 2016 from 5:00 p.m. until 7:00 p.m. in the Salisbury Business Center located at 301 South Main Street. This event is the second of three Open House events to consider what public improvements, if any, should be made to ensure the long-term vitality of downtown. Citizens are invited to drop-in any time between 5:00 p.m. and 7:00 p.m.

(e) Parks and Recreation in partnership with Downtown Salisbury, Inc. will host the annual Halloween Fun Fest Saturday, October 29, 2016 from 3:00 p.m. until 6:00 p.m. in the Salisbury Post parking lot. Salisbury: Altereck Rashad Shields Arrested Tuesday Night on North Church and W. 11th Streets Allegedly for Cocaine and Resisting an Officer

♦ According to Salisbury Police sources officers stopped a car Tuesday at 9:30 p.m. on North Church Street near the intersection of W. 11th Street when a passenger got out and ran. The fleeing man was soon overtaken on 11th Street and identified as Altereck Rashad Shields, a much convicted felon living at 1005 S. Church Street in Salisbury. Shields was handcuffed and brought back to the car where officers conducted a search and found a Crown Royal bag beneath the passenger seat. The bag contained 10 grams of cocaine, $40, and a digital scale. Later officers discovered through a records search that Shields was an absconder with several outstanding warrants for probation violations against his name with the Thomasville Police Department.

Shields was charged with resist/delay/obstruct public officer (misdemeanor), possessing stolen goods (felony), weapons possession by felon of firearms etc. prohibited (felony), traffic in cocaine (felony), trafficking heroin or opium (felony), possession of controlled substance with intent to manufacture schedule II (felony), Possession with intent to manufacture/sell/deliver a control substance schedule II (felony), possession of drug paraphernalia (misdemeanor), and probation violation (felony).

Under a secured $200,000 bond, he is being held in the Rowan County Detention Center.

Armed Robbery Tuesday Night on South Oakhurst Drive in Salisbury, N.C.

♦ Salisbury Police sources report that a robbery-firearm took place on Tuesday around 8:30 p.m. when Victor Ariel Camacho, 19, of 155 S. Oakhurst Drive, was held up at gunpoint at his trailer home.  The gunman held a handgun on Camacho and forced him to turnover $30 in Cash.  The robber quickly left the area in a vehicle unidentifiable in the dark.

No one was injured. At this time the police have no suspects.

♦ Salisbury Police sources reported that Tyisha Ingram, 36, was held up at gunpoint at the Pine Hill Apartments at 410 W. 15th Street Monday night.  The robbery was reported to the Salisbury Police at 9:50 pm.  The robber fled the area with an undisclosed amount of cash.  No one was reported injured.

At this time the police have made no arrests or revealed any suspects.  No description of the robber is available.

The robbery remains under investigation.

Updated: Dalton Smallwood, 43, was Arrested Wednesday Night for Alleged Sex Crimes with Children in Rowan County, N.C.

♦ Dalton Smallwood, 43, who was living at 180 Freeze Crossing Drive in Rowan County and moved back to Georgia, was arrested Wednesday night by the Rowan County Sheriff’s Office for alleged sex crimes with children.

Smallwood was charged with 5 counts of indecent liberties with children (felony), 5 counts of statutory rape/sex offense with a 13/14/15 year-old by a defendant 6 years older (felony), first degree sexual exploitation–use/employ of a minor (felony), and third degree sexual exploitation of a minor (felony).  Under a secured $300,000 bond, he is being held in the Rowan County Detention Center.  More charges may be pending from Iredell county.

According to Sheriff Office sources Smallwood was involved with the alleged 15 year-old victim back in 2011 when Smallwood was 36.  He met the minor at church when both he and girl lived in southern Rowan.  Sources allege Smallwood and the girl had sexual relations several times at her home, his home, and at other locations.  In two cases Smallwood allegedly made videos of the two depicting sex acts.

On June 30th of this year the girl, now an adult, told her father about the alleged relationship with Smallwood.  The father then contacted the Rowan County Sheriff’s Office.
