Much of the City’s Rising Tide of Violent and Property Crime is Attributable to Repeat Criminals Calling “The Streets of Salisbury” Home

♦ No doubt Salisbury’s gangs get plenty of coverage especially when someone is murdered, there’s a drive-by shooting, a running firefight breaks out spanning several blocks, or youngsters are tragically killed or maimed in a crossfire. Yet the real backbone of chronic crime in our city are the daily criminal acts done by individuals dwelling on the streets of Salisbury. These are the habitual criminals who squat in Salisbury’s nearly 2,000 vacant and abandoned houses, move between abandoned buildings, call home a rusted out auto body, live unnoticed under someone’s porch or go mole man in a basement or crawlspace, or live out in the woods in a “tarp city”.

Living in the natural world not far from the Town Creek in Salisbury, N.C.:

Some housing choices come about because the individual can’t gain entry into North Carolina’s largest homeless shelter either because they lack sobriety, are known troublemakers, or they are registered sex offenders who can’t be around children. Some folks make the choice to live on the streets because they don’t like the company of others or be under the rules of a shelter.

• Skipping out on a food, beverage, or cab bill.

• Panhandling

• Pimping

• Home invasions

• Mugging

• Larceny

• Purse snatching

• Vandalism.

• Arson.

• Fraud.

• Kiting checks

♦  According sources in the Salisbury Police Department, Commissioner Craig Pierce and others living in the city of Salisbury, Donald Trump signs are being vandalized or stolen all over Salisbury, N.C.   Apparently Donald Trump has curried major disfavor with young Black persons who were sighted on several occasions making quick work of the signs.  So far no one has reported Hillary Clinton signs being damaged or stolen even though she is distinctly unpopular out in Rowan County.

Yesterday the RFP spoke with Commissioner Craig Pierce who reported that Trump signs were disappearing on a regular basis at the Rowan County Republican Headquarters.  On Wednesday he confronted two young men in their early teens who just vandalized Trump signs and left them on the grassy border by the intersection of North Main and East Henderson.  When Commissioner Pierce confronted the pair they told him, “Everybody’s tearing up those signs.”

Pierce told the young men those signs cost $10 a pop.  The two took off.

On another note reports from early voting at the West End Plaza mention a heavy turnout.

City Councilman Kenny Hardin Weighs in on an Angry Message from a Livingstone Student

♦ It was brought to my attention that Livingstone students had decided to have no further contact with me. However, I just received another angry message below from Jarrod Morris, who is said to be on the student council at the College.

I don’t have a personal issue with Livingstone College or any of the students. In the last month, I have come to the defense and support of students who have reached out to me with complaints about black mold in their dorm room that has caused damage to their clothing, defended students against being harassed at a recent City Council meeting, mediated a problem with the new bus routes and many other issues students brought to my attention. I will be happy to list all the concerns students contacted me about.

I have not made a comment, response or tried to contact any student about the riot since Sunday. Several students continue to send me messages upset with me sharing my disappointment at what I witnessed and was in involved in that night. It’s obvious they are being given misguided and poor advice by other so called Black leaders who have done nothing to address any issues in the community.

I don’t have any animosity towards this young man. He knows nothing about me and the 26 years I’ve dedicated to fighting for the West End and the accomplishments and successes I’ve had helping those in the margins. He probably needs to stop listening to other folk who are in this for nothing more than relevancy and a side hustle.

I made it clear I was not there when the first fights broke out. I have friends in law enforcement who keep me abreast of incidents that occur and citizens called me as well. Every time there is a fight on campus or the fire department responds there, I get a call. I was on campus when the final incident occurred and witnessed it firsthand. The students were wrong. They taunted the cops and refused to adhere to commands to disperse. I did not have to get up from out of bed after 11 p.m. and go over to get involved.

This young man doesn’t know me so he doesn’t understand my ego and self worth are not tied to this elected position. So idle threats of not voting for me and threats to have me removed from office mean absolutely nothing to me. I welcome it. The same thing you were so upset about and erroneously accused me of, you did the same with this childish message. You and others who are so angry no nothing of the sacrifices I’ve made and the fights I’ve endured.

What I would suggest to this young man and any others who are angry that I shared my frustration of what I observed and was involved in, why not channel that anger into addressing the continued violence that occurs on your campus, why 200 people were fighting and why there were three separate incidents of violence that night. Be mad at your fellow students for causing the attention instead of someone commenting on it.

I’m not engaged in a campaign to harm the school. I’ve moved on and I would think five days later, you all would too. Now, I don’t make empty threats, but if the students or anyone associated with the school wants to keep,poking the bear, I will compile crime statistics, other data, ask for audits, request reviews, contact as many state and federal agencies I can and reach out to contacts in the media and shine the brightest spotlight I can.

My advice to Mr. Morris and others with misguided anger, please focus on holding your fellow students accountable for their behavior, respect the community, get involved in the community and find something better to do than send me ridiculous threatening messages.

As a now citizen of the city of Salisbury, I assure that as long as I am a resident, when your term is up and you decide to run for reelection, you will not win. And trust me, I will excess my legal and constitutional rights to have you removed from office. Your actions in response to the events were 100% pitiful. You were not in attendance at any Homecoming Event. But once you somehow heard that students were being brutalized by police, you made sure you made your way to Livingstone. Trust me Kenny, I’d drop dead before I waste a vote on you.”

♦ On Thursday afternoon persons alerted the RFP that there was intensive police and sheriff’s office activity in the 200 block of W. Thomas Street in Salisbury.  A helicopter circled and circled the area. Something was up.

Sources in both the Salisbury Police Department and the Rowan County Sheriff’s Office report that Ronald Lee Bowman, 37, of Salisbury was arrested Thursday afternoon at 225 W. Thomas Street on a list of drug charges after allegedly attempting to flee from deputies and officers during a high-speed vehicle chase. His attempt to flee allegedly included an assault with a firearm.

Bowman was charged with assault with a deadly weapon on a government official (felony), possession with intent to manufacture/sell/distribute a controlled substance schedule II (felony), trafficking heroin or opium (felony), drug-equipment/paraphernalia-using (misdemeanor), probation violation (misdemeanor), probation violation (felony), flee to elude (felony) and hit and run property damage (misdemeanor).

Under a secured $215,000 bond, Bowman is being held in the Rowan County Detention Center.

♦ According to sources in the Salisbury Police Department Richard Burlan Agee, a fugitive suspect in the Walgreen’s armed robbery on October 12th in Salisbury, was arrested by Madison County Sheriff deputies in Madison, Kentucky when he stepped off the bus to visit his father.  The deputies were armed with warrants charging Agee with robbery with a dangerous weapon.

Madison County Sheriff’s deputies were tipped off by the Salisbury Police about Agee’s scheduled bus arrival on Thursday afternoon.  The handcuffs were ready.  Agee surrendered peacefully and was loaded into an awaiting Madison County Sheriff’s Office vehicle to be booked and placed in the local jail.

Agee will be transported back to Salisbury at a date yet to be determined to face charges.  It is not known if Agee’s father will get to visit his son in the Madison County Jail.

Salisbury Area Trio Busted by Undercover Op Conducted by the Rowan County Sheriff’s Office, Salisbury Police, and Homeland Security

♦ While Rowan County and Salisbury’s hard drug epidemic appears to be mushrooming out of control, a combined undercover op conducted by the Rowan County Sheriff’s Office, the Salisbury Police, and the United States Department of Homeland Security took a major bite out of it this week when they closed the show on a trio of Salisbury area alleged drug suspects and arrested them for a lengthy list of alleged drug offenses.

Thursday morning the combined operation established a surveillance on a  home on 5110 Old Concord Road.  Javis Lamont “Star” Pate, 35, a felon living at 130 Vista Drive in Salisbury, was observed going to and from the home on 5110 Old Concord Road in black 1998 Honda Accord.  Search warrants were obtained for the home and Pate’s car.  The Honda Accord was pulled over on Webb Road and Pate was arrested after investigators allegedly found approximately 12 grams of “China White” heroin (heroin–laced with super painkiller fentanyl) stuffed in his underwear.

Earlier in October undercover investigators allegedly made multiple purchases of quantities of heroin from Pate at businesses and in parking lots in Rowan County.

Pate was charged with 3 counts of possession with intent to manufacture/sell/deliver heroin (felony), possession with intent to sell/deliver controlled substance schedule IV (felony), 2 counts of trafficking heroin by possession (felony), trafficking heroin by transportation (felony), Keeping and maintaining a dwelling used to keep and sell controlled substances (felony), and possession of a firearm by a felon (felony). Other charges may be pending.

Under a secured $1,000,000 bond, Pate is being held in the Rowan County Detention Center.

James Arthur Smith, 45, living at 359 S. Fisherman Lane, was arrested in the driveway at 5110 Old Concord Road after investigators allegedly found a small quantity of heroin on his person and 33 grams of Meth “Ice” in the trunk of his car.

Smith was charged with possession of heroin (felony) and trafficking a controlled substance schedule II (felony). Under a secured $10,000 bond, Smith is being held in the Rowan County Detention Center.

♦ Republican Vice Presidential Nominee Mike Pence, the Governor of Indiana and Donald Trump’s running mate, will hold a rally at Catawba College in Salisbury, N.C. at 4 p.m. on Monday, October 24th.  Gates open at 2 p.m.  You must register to obtain tickets for this event.  Specific security instructions will be provided at registration.

♦ According to Salisbury Police Department sources Joshua Brandon Strickland, 31, of 329 S. Oakhurst Drive in Salisbury, was arrested Saturday at 2540 7 Oaks Drive in Linwood, N.C. for allegedly conspiring with Richard Burlan Agee in the alleged October 12th armed robbery of Walgreens Pharmacy at 705 W. Jake Alexander Boulevard.

Rowan Rural Save Our Schools PAC Voted to Endorse Andrew Poston, Alisha Byrd, and Michael Julian for the Board of Education

♦ Rowan Rural Save Our Schools PAC voted Sunday night to endorse Andrew Poston, Alisha Byrd, and Michael Julian for Rowan-Salisbury Board of Education. All three candidates promised to protect and not close rural schools in Rowan County and to fight any resumption of the scenario posted on the RSS website this spring that would have shuttered to nine rural schools and domino bused over 5,000 elementary school students toward Salisbury. New school construction in a district that has excess capacity was projected to exceed 100 million dollars.

RRSOS was born on a group Facebook page this spring started by local attorney and community organizer Todd Paris, which in matter of 72 hours grew into a 5000 member closed page. This was in response to the BoE’s scenario. At several BoE meetings, numerous red-shirt clad members of RRSOS showed up and were able, by a narrow vote, to force the BoE to abandon this plan for now. The group’s subsequent protests in western Rowan were cited as a major reason the BoE moved the site of West Consolidated Elementary away from a natural gas power plant that caught fire.

When asked for a comment, PAC President Todd Paris said, “There are more issues than the “Nightmare Scenario” coming back next year. For instance a former county Commission member told me he never saw an RSS Budget or budget audit the entire time he was on the commission. It’s not on the RSS website. Josh Wagner brags about transparency because they started video of their meetings, but where’s the budget?”

In addition, we spend millions on Superintendent Moody’s “One on One” take home Apple computer scheme for all the children in the county and the whole district still averages a “D.”

Incumbent Republican BoE members have the “home field advantage” this year as the Rowan GOP Executive Committee voted to put incumbent’s Cox, Hughes and Wagner on the palm card handed out at the polls and pass on Republicans Julian and Poston. Julian and Poston have “cried foul,” but were unable to secure the votes needed to keep the local party out of this race.

Chuck Hughes and Josh Wagner reminded voters that after protests started, that they voted down the plan that made the public so upset. Susan Cox still voted to keep it.

Approximately .50 cents out of the .65 cent tax rate in the county goes to education. Perhaps the staff at RSS needs to release those budgets and audits, at least for the past few years. Let’s see what, if anything, they are hiding.


SALISBURY ALERT: Vehicle Break-ins and Car Thefts are Off the Charts. How to Defeat Car Break-in Artists and Car Thieves

♦ Sources in the Salisbury Police Department report an uptick in vehicle break-ins and car thefts throughout the city of Salisbury.   Large parking lots such as the lot behind the Downtown Wells Fargo, the parking lots by Tinseltown, Walmart, the West End Plaza, and by any large supermarket are especially hard hit.

Top Tips for Protecting Your Vehicle from Break-in Artists and Car Thieves:

• Never ever leave anything of even limited value inside your vehicle.  Knapsacks, GPS devices, computer bags, purses, wallets, cell phone cords, boxes, plastic bags, coin socks, change, a weapon or anything that would attract some impulsive soul to do a smash n’ grab or to jimmy a door lock.  Leave nothing in sight in your vehicle to attract petty thieves or you will be cleaning glass off your car seats. Guaranteed.

• Always lock your doors even though that offers limited protection against someone armed with a 5 pound rock or jailhouse “locksmith” savvy.  Your garden variety break-in artist is seldom dissuaded by locks or even facing a bunk at the “big house”.  Check your locks to see if they are clicked shut.

• Having a SCREAMING car alarm installed in your car will have some effect, but usually after your windows are cobwebbed and blasted through.  A really experienced vehicle desperado can tolerate horn blasts and sirens at least as long as it takes to quickly score stuff and beat it before the po po arrive.

• If you see someone checking out cars in your hood or in your driveway, call 911.  A good hearty “Yo!” from the front door or rapping keys on your window will often send our unwanted visitors scurrying.  The ominous pump of a shotgun has even more effect.

• Keep your windows closed, accepting the fact that break-in artists often employ “rocking” to break windows and scoot off with some booty.  Every barrier you can put in place is one more element to make your vehicle uninteresting to thieves.

• Don’t park in an area that has excess amounts of vehicle break-in artists.

• If you have to put anything in your vehicle, only put it in your secured trunk.  Sometimes you’ll have to do this when you are out shopping.

• Know that thieves case shopping centers, downtown shopping areas, and supermarket parking lots.  Keep your vehicles away from those much hit areas at night.

• Deck your vehicle’s windows out with alarm decals–make your vehicle appear scary.

• Never leave an engine running and always park in a well lit public area.

• Stay away from parking near garage or parking lot exits.

• Never leave a spare key near your vehicle or a garage door opener in your car.

• When possible park in a monitored lot.

• Employ a car GPS tracking system to help locate your vehicle should it be stolen.

• The new car immobilizer devices are well worth the investment especially if you live in Salisbury.

East Spencer, N.C.: The Rising Shangri-La of Rowan County

♦ Take heart, encircled denizens of Salisbury! Your next, safe home may be just a few miles away at the end of Long Street. Yes, it’s East Spencer, North Carolina. Recent reports that middle class renters in poorly governed, crime-ridden Salisbury, N.C. are fleeing to our municipal neighbor to the north were well-founded.

Well-respected real estate website “AreaVibes.com” announced its over-all livability score for our beloved Salisbury is a falling and only rated as a 68.  They called Salisbury “somewhat livable”. The crime rating is an “F.” Meanwhile, over in our own little “Lost Horizon,” East Spencer, the livability score is rated at 73 and “very livable.” Their crime rating is an “A.”

It’s easy enough to dismiss all this as mere anti-Salisbury “ranting” or call into question the scientific method of AreaVibes, however, today at the gas station, I ran into East Spencer Chief of Police Sharon D. Hovis who told me “that calls in East Spencer are down to around two a day and usually not serious.” What?

It’s too easy for some folks to look down on East Spencer due to a troubled past during the crack epidemic of the 90’s, however it appears to be a whole different town these days. Under the control of Chief Hovis and the present Board – Mayor Barbara Mallett, Mayor Pro Tem Curtis Cowan and aldermen and alderwomen Tammy Corpening, Otis Gibson, Deloris High, Phronice Johnson, and John Noble III and aided by the advice of Town Attorney, Jeff Morris, East Spencer has become far more livable than “our beloved Salisbury.”

Perhaps East Spencer leaders and staff might consider an advisory rescue mission to their less fortunate neighbor to the south where “Jogging Jerry” could get some tips from Chief Hovis and City Council incumbents (Alexander, Miller and Blackwell) get some advice on good government and fiscal responsibility. Perhaps the Sheriff’s Office could provide armored cars or a helicopter to ensure their safe transit.

Folks in the three Salisbury neighborhoods that vote might well consider the move. Your home-buying money will go a lot further up there and there are many fine old houses that could become show-places and the pride of the county. You would certainly be much safer.

♦ In a surprise move the Board of Education, after a lengthy closed session, handed Superintendent Lynn Moody a 4-year contract extension that lasts until June 30th, 2020.  The vote was unanimous.

Many in the county question the wisdom of Moody’s one-on-one initiative tied to the extremely expensive purchase of Apple Air laptops and iPads and the school systems woeful letter grades especially inside Salisbury’s city limits where all 4 schools achieved Ds.  Will literacy improve in 2017?

Assistant Superintendent Anthony Vann provided an update on the proposed Western Elementary School.  He reported on the details of a Phase I study that said there were minor challenges with the site’s soil and underground storage tanks (a second underground may exist on the property).  The property is a 41 acre site that includes the present grounds of the Cleveland Elementary School.

The board was updated on low performing district schools, the school system’s literacy framework, and individual school improvement plans.

The board approved a $1,500 bonus for principals and a $1,000 bonus for assistant principals.

♦ The breaking and entry artists who prowl Salisbury all hours of the day and night scored more homes and businesses the past week.  Below are two reports from the pick of the burglary litter.

Salisbury Police sources report a burglary–forcible entry at one of Salisbury’s top biker bars “The Carriage Room” on 2141 Statesville Boulevard.  The police received a report of a forced entry from the owner Saturday at 11:12 a.m.  The would be burglars  attempted to pry open a door with a prying tool.  The attempted break-in damaged a door.  Damage was estimated to cost $300.  The burglar(s) left before they could complete their mission.  The strip mall, where the Carriage Room is located, is frequently targeted for burglaries.

At this time there are no reported suspects.

♦ Sources in the Salisbury Police Department reported a burglary–forcible entry at a home in the 1200 block of North Church Street.  Nyanpu Chea, 33, reported the crime to the 911 dispatcher at 2:58 p.m. after her return from church.  Stolen during the burglary were two table model TVs valued at $890, a NABI/Dreamtab tablet valued at $190, assorted jewelry valued at $100, and 2 book bags valued at $38.
