The Incoming Rowan-Salisbury School Board Has Plenty of Time to Examine the Proposed Central Office at 500 N. Main

♦ It appears the incoming Rowan-Salisbury School Board has plenty of time to study the proposed Central Office at 500 N. Main and make any required adjustments to it, scuttle it, or permit it to go to forward.  It seems not to be a done deal due to some apparent missing pieces.

Preemptive Signing While Land Swap Questions Remain

Keep in mind the NC Local Government Commission (LGC) meets every two moths.  The next meeting according to their schedule is on December 2nd 2014.  After that the next meeting will occur on February 3rd, 2015.

Know that a pre-application conference between all parties involved must be held with the LGC prior to submittal of an application to be considered by them. There has been one pre-application conference. The application must be submitted four weeks prior to the LGC meeting, which would definitely put it beyond the December 2, 2014 meeting date.

Certain actions need to be done prior to submittal of an application, such as:

• Presentation of audited financial statements.

• Presentation of resolutions for borrowing by the governing body.

• Deed documents for property to be built upon showing schools as owner.

• Bid documents.

• Loan documents from bank doing the financing (this requires an RFP by the county to receive bids on loan rates), etc.

None of the above required actions have been done at this point in time. No actual LGC application has been completed so nothing can happen prior to January of 2015 at the earliest.
