Job description

The City of Salisbury, NC is seeking an experienced, entrepreneurial and business-savvy government leader to be its next City Manager.   With the ability to work effectively within the Council-Manager form of government, the successful manager has a track record of creating high-performing teams, partnering and collaborating with staff, citizens, regional partners and the Council to build consensus in order to carry out the strategic priorities of the community.

Position responsibilities:  The City Manager is responsible for implementing the policies of the City Council, directing business and administrative procedures, and appointing departmental officers.  The 2014-15 budget is $70,571,061 and the City maintains an AA bond rating.  The City Manager is supported by two assistant city managers, the City Clerk and nine staff departments: Business and Financial Services, Human Resources, Fire, Police, Community Planning Services, Engineering, Public Services, Salisbury-Rowan Utilities, and Infrastructure Services which are staffed by 450 employees. Desired Skills and Experience

The successful candidate will have a minimum of a bachelor’s degree and 10 years increasingly responsible professional experience in local government. Experience must be at a department head level or above (assistant manager or manager preferred).  An MPA or MBA degree along with ICMA certification (or ability to obtain) is preferred. Must have proven track record in effective intergovernmental relations, personal community engagement, leading cohesive and strategic change, visionary leadership, and being adept at developing and implementing action plans to meet community goals.

The Successful Candidate is:  

  • committed to open and transparent government by proactively seeking opportunities to communicate in multiple forums, encourage citizen input and publicize decisions and willingly responds to media when appropriate;
  • adept at building bridges and knitting relationships among multiple diverse stakeholders and skilled at diplomatically engaging with individual citizens, community groups, City Council members, employees, business leaders, regional, state and federal authorities in order to leverage City opportunities and mitigate challenges;
  • supportive of innovative redevelopment initiatives for housing as well as business and would encourage entrepreneurial businesses and startups;
  • collaborative with longstanding partners such as Historic Salisbury, Downtown Salisbury, and the Chamber, among others, and seeks to enhance existing partnerships while developing new ones;
  • talented at brokering relationships for economic development including new and redevelopment opportunities and has a track record of successful ED ventures;
  • keeps Mayor and City Council members informed on pending and/or emerging issues, working to reach consensus on priorities for action:
  • a creative thinker in assessing ways to increase revenue and manage expenses while keeping tax rates low;
  • a compassionate leader, able to effectively recruit, retain, manage, develop and engage talented staff to deliver excellent customer service to both internal and external customers;
  • experienced in developing and managing annual general and capital budgets;
  • communicates excellently both verbally and in writing and possesses well-developed interpersonal skills and abilities;
  • values accountability and holds high expectations of self and others while also being an effective and respected leader;
  • effectively networks with peers in neighboring communities and in municipalities throughout the state.

Salary range and Application Process:

The hiring range is $115-150K. Starting salary is negotiable depending on qualifications.  There is a residency requirement to relocate within City limits.
