♦ In what must be music to the ears of every code enforcement vigilante and “yard cop” in the Salisbury, N.C., City Council just signed up the city manager of Lenoir, N.C. That city manager just happens to be Lane “Rules are Rules” Bailey. Lenoir’s City Manager made regional headlines by doggedly defending an arbitrary Lenoir ordinance against “Frosty the Snowman”. I’ll let writer Waitsel Smith tell the story.
In a town struggling badly with unemployment since the furniture and woodworking industry left, Bailey chose to battle a local tree farmer Larry Smith and his seasonal “Frosty the Snow Man” a giant inflatable advertisement for his tree farm. In the photos of Smith’s tree farm “Frosty the Snow Man” appeared to enhance the neighborhood. City Manager Bailey who stated that “rules are rules” thought otherwise.
