Dear Custodian of Records:

Under the North Carolina Public Records Law, G.S. §132, I am requesting an opportunity to inspect or obtain copies of public records that related, concerning or touching upon any action concerning Mac Butner becoming a member of the Rowan County Board of  Elections, including but not limited to: Any emails or phone logs from Rowan County residents vouching for, supporting or providing any information concerning Mr. Butner, including but not limited to any documents concerning  Mr. Butner’s name being submitted at all or with a “number 1 priority” that was communicated by July 15, 2015. I also specifically request copies of any communication or recordings of communications from leaders of the Rowan Republican Party and any Rowan County Commissioner or Chairman of the Rowan County Commission, concerning Mr. Butner.

To further assist you in finding these documents in plain English, there is a claim that Mr. Butner’s name was submitted by some sort of error or mistake. I have inserted this hyperlink to an AP story:

If there are any fees for searching or copying these records, please inform me if the cost will exceed $100.00.  However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public’s understanding of the nomination and election of Mac Butner to the Rowan County Board of Elections. This information is not being sought for commercial purposes.

The law requires that you respond to and fulfill this request “as promptly as possible.”  If you expect a significant delay in responding to and fulfilling this request, please contact me with information about when I might expect copies or the ability to inspect the requested records.

If you deny any or this entire request, please cite each specific exemption you feel justifies the refusal to release the information and notify me of the appeal procedures available to me under the law.

My delivery preference would be by email as I am a very busy trial attorney and am in court almost every day and find it difficult to visit Raleigh in person.

Thank you for considering my request.

Sincerely,

Douglas T. Paris, Sr.
