♦ While Rowan County and Salisbury’s hard drug epidemic appears to be mushrooming out of control, a combined undercover op conducted by the Rowan County Sheriff’s Office, the Salisbury Police, and the United States Department of Homeland Security took a major bite out of it this week when they closed the show on a trio of Salisbury area alleged drug suspects and arrested them for a lengthy list of alleged drug offenses.
Thursday morning the combined operation established a surveillance on a home on 5110 Old Concord Road. Javis Lamont “Star” Pate, 35, a felon living at 130 Vista Drive in Salisbury, was observed going to and from the home on 5110 Old Concord Road in black 1998 Honda Accord. Search warrants were obtained for the home and Pate’s car. The Honda Accord was pulled over on Webb Road and Pate was arrested after investigators allegedly found approximately 12 grams of “China White” heroin (heroin–laced with super painkiller fentanyl) stuffed in his underwear.

Earlier in October undercover investigators allegedly made multiple purchases of quantities of heroin from Pate at businesses and in parking lots in Rowan County.
Javis Lamont “Star” Pate:
Pate was charged with 3 counts of possession with intent to manufacture/sell/deliver heroin (felony), possession with intent to sell/deliver controlled substance schedule IV (felony), 2 counts of trafficking heroin by possession (felony), trafficking heroin by transportation (felony), Keeping and maintaining a dwelling used to keep and sell controlled substances (felony), and possession of a firearm by a felon (felony). Other charges may be pending.
Under a secured $1,000,000 bond, Pate is being held in the Rowan County Detention Center.
Javis Lamont “Star” Pate’s Previous Record:
James Arthur Smith, 45, living at 359 S. Fisherman Lane, was arrested in the driveway at 5110 Old Concord Road after investigators allegedly found a small quantity of heroin on his person and 33 grams of Meth “Ice” in the trunk of his car.
James Arthur Smith:
Smith was charged with possession of heroin (felony) and trafficking a controlled substance schedule II (felony). Under a secured $10,000 bond, Smith is being held in the Rowan County Detention Center.
James Author Smith’s Previous Record:
Kimberly Michelle Guske, 37, living at 5110 Old Concord Road, whose home was a central target for surveillance, was charged with 2 counts of possession with intent to manufacture/sell/deliver heroin. Other chargers may be pending. Under a secured $10,000 bond, she is being held on the Rowan County Detention Center.
