♦ Salisbury SUCKER PUNCH Saturday: Celebrating the RFP’s First Article to Go 10K Facebook Shares in 2013 and Put Salisbury on the Map:

Brutal Knockout Game in Salisbury a Growing Menace?

Back in December of 2013 the Rowan Free Press chronicled a form of simple assault mostly known as the “sucker punch” or sometimes known as “sneak em'”. In 2013 the “sucker Punch” style of assault went through went through a brief nationwide rebranding known as the “Knockout Game”. We asked the question: Brutal Knockout Game in Salisbury a Growing Menace?
The answer came back loud and clear by the Salisbury Violence Deniers: “Oh no–not here. Not in Salisbury. We never have people punched out on the street. No violence in Salisbury. Ever.
Of course we all know that simple assaults, often led off by a sucker punch, are a fact of life. Simply read the daily bulletin on the Salisbury Police website or the blotter appearing in the local print paper.

What truly helped gain publicity for the article and its array of Youtubes was when ex-“OxyContin” Police Chief Rory Collins sent the Rowan Free Press a loopy letter demanding that we take our article down and violate the RFP’s free speech. The RFP had no intention of taking the article down. The Chief’s letter backfired and created a barrage of free publicity for the Rowan Free Press and drew attention to the city’s major challenges with criminal violence throughout the city. Disappointingly violence remains part of everyday life in Salisbury.

Our former Salisbury City Manager Doug Paris diligently answered our public information request the same week for all the police simple assault reports over a two year period. He dropped off a box brimming and weighty with simple assault reports.

The “sucker punch” remains alive and well on the streets of Salisbury as it has since the 20’s although the term “the Knockout Game” has long since fallen out of vogue in social media.

Todd Paris, RFP Staff Writer and Salisbury Attorney

♦ I have read Chuck Hughes May 6, 2016 article where he decries “people with self serving agenda” and claims that he and other members had not “embraced the overreach of what is now known as Scenario #1.”

I note that I do not live in his district and can not run against him. I also do not want to criticize him too harshly, since he voted to protect the 4400 elementary school children to be effected by this “Nightmare Scenario” actually published on RSS’s own site. I would like to thank Chuck Hughes, for in the end, voting to protect rural schools.

Since RFP can not post links to the local “fish-wrapper” about what Chuck was saying about this plan before the vote, I could not refute what he says, even if I wished. As grandpa says, “What’s done is done.”

I will say this. There are now over 5,000 members of a “secret” FB site committed to rural schools. It’s secret only in that members must invite other members. A political action committee has been formed. Questions have now been asked of a board and administration that has seen little outside inquiry over the years. A sleeping giant has been awakened. This giant may yet march on the Cohen Building.

Our school’s ratings have slipped, both in the county and the city. The Board’s “1 on 1” idea has failed because many children of all races, both urban and rural, are too poor to have internet access at home and can’t complete their homework. There already was a great deal of unrest and anger in the parental community.

School Board is not an exciting job. It pays “next to nothing.” To serve, you either have to “care about the kids” or just see this as a stepping stone to higher office. In many ways, it is a thankless job.

Spending 100M plus for new schools in a system that has “over-capacity” made no sense to us. Our Salisbury friends are attacking us now because they somehow thought that busing rural kids in would “solve all our problems.”

The obvious complaint is that it’s easy enough to point out problems and harder to suggest solutions. I will now stick my head out with some ideas:

Paper homework MUST be provided to children with no internet access.

Why not build a “right-sized” new Woodleaf Elementary, leave the kids at Cleveland where they are and save tens of millions and use the savings to rebuild Knox Middle which is the worst facility in the county and formerly the number one school for replacement?

Why not build a new magnet or gifted school for kids in Salisbury/Spencer where kids with decent grades and good behavior of all races and socio- economic levels can attend? This school would “lift those students up” and allow folks to enter and remain in the “urban core.”

If it’s great and acclaimed, rural folks will drive their kids to it and the City of Salisbury could alter their bus routes in the mornings to help qualified poor inner city kids to attend. If you can’t behave or make progress, it’s back to the sufficient, but normal schools. Momma said you get more flies with honey, than with vinegar.

Admissions must not be racist or elitist but must be based upon scholastic merit and good behavior. This school would be something we all could be proud of. We could focus it on basic skills and learning 21st century skills such as writing code and computers. It could create a Salisbury downtown full of IT start-ups and we could finally start to utilize the 10G capacity that the City subsidizes to the tune of 3M dollars per year from the general fund.

We could put it in the “Empire Hotel” and Salisbury could donate that otherwise worthless shell to the cause. It’s owned by Downtown Salisbury Inc., which is just a part of the City. The county, with a much larger budget, could pay the tab to rehabilitate this structure. If we can spend 30M on the mall, why can’t we afford this? Our current school bond will be paid off around 2017 and citizens would probably all vote to support this.

This is the idea. Call it the “Greg Edd’s School for Exceptional Salisbury Children” if you wish. Name it for Moody or Chuck or whomever. The carrot works better than the stick, right?

Oh, and finally, stop asking an architectural firm in the business of building schools if we need to build more schools. Folks just cackled about that.

“Slide the City” Salisbury Tries Again on July 9th Despite Last Year’s Poor Attendance. It’s Now Called “Slide the Other Side”

$

RFP Staff

♦ “Slide the City” Salisbury is trying it again on July 9th after last year’s poor attendance (somewhere in the ballpark of 250 to 300 persons tops) and low water pressure to the point where attendees were calling it “Walk the City” due to sliders being forced to get up and walk to get to a place where water was available. The three city blocks employed for the slide last year produced many stretches of dry spots. The persons charged with running the event blamed the slides lack of water on the city’s low water pressure. The fire department brought in two pumper trucks which remedied some of the problem. Many left early in frustration.

Now Slide the City Salisbury has rebranded itself “Slide the Other Side” because this year’s slide will start out on North Main Street at the top of a very steep hill beginning near the square and sending sliders flying down a somewhat precipitous inline at high-speed. This same hill was used for soapbox derby races in the past that started out around where the Plaza is located.

If someone, say over two hundred pounds plus, comes barreling down that hill at blur speeds, it could send a youngster or even an adult flying on impact. Too steep an incline is as much a bane to “Slide the City” events as are flat and low water pressure venues are. Persons who objectively look at the North Main Street 1000 yard hill say it may among the steepest inclines ever encountered at any “Slide the City” event.  Great for the adrenalin junkes among us, not so great for youngsters and adults of lesser stature who get caught in the path of an uncontrolled mass barreling down the hill.

Wipe the imagery of 300 pound drunk flying down North Main at break-neck speeds and a six year old in his path. Cut to a head trauma unit or a spinal cord injury center where a youngster blinks at mommy with a 1,000 yard stare. Forget it–nothing ever “negative” ever happens in the City of Make Believe. Look on the bright side! Some Salisbury attorneys may find some “ripe plums” in the Emergency Room at Novant or Baptist Hospital in Winston-Salem.

DSI recently claimed 1,800 attendees last year which is hokum. RFP photographs from last put that spin to rest. Know that the same spokesperson touts that Downtown as vibrant when it is generally a ghost town with little pedestrian or vehicular traffic during much of the week. Many store fronts remain empty or are filled with recycled good shops. Retail and restaurants regularly go in and out of business due to the Downtown’s extreme overhead: The highest municipal district tax in North Carolina, onerous historic codes, water and sewer bills jacked up because Fibrant did the “big gulp” on the city’s water and sewer funds, Over-priced anti-consumer leases, storm water fees, vandalism where your building could have its windows rocked or walls gang-tagged, and street crime occurring with too much regularity.

All you need to qualify for Slide the City to be over 5 years-old, 46 inches tall, and have some lucky bucks to squeeze together to pay up. If you are a local college student you may get in free in the last hour or two like what happened last year. You have to pony up for your tube. The FREE college students, who showed at the end of last year’s “walk the city”, also got in group photo taken as they stood in line.

Since the city of Salisbury government is a partner in “Slide the Other Side” perhaps they could fund a lot of FREE tickets for the city’s many underprivileged youth.

The August 29th Rowan Free Press Article: “Slide the City” Salisbury, N.C., Plagued by Low Water Pressure and an Estimated 250 Attendees Tops, Deemed a Fizzle“:

“In what must have been a disappointing day for both sliders and Downtown Salisbury Inc., Salisbury’s “Slide the City” was plagued from the start by low water pressure, disappointing attendance (an estimated 250 to 300 attendees tops all day), and many areas of the slide so shallow that people had to get up and walk many yards to find a place to begin sliding again.

Chuck Hughes of Salisbury showed up to watch the sliders and was taken back by the low attendance. He estimated between 250 and 300 people max showed up all day for the event. Others called us and came came up with estimates between 200 and 300 throughout the day. Drone shots and photographs taken over the course of the day verified this estimation.

The alleged 2000 tickets reported sold did not come close to matching the minimal number of actual attendees. Surely Slide the City and Downtown Salisbury Inc. absorbed a loss.

We applaud Downtown Salisbury Inc. for going forward with venture in spite of numerous red flags from dozens of cities across the United States who cancelled Slide the City and TV News exposes who slammed the “Slide”.

Some youngsters and adults appeared to enjoy themselves despite the many shallow areas of the slide where people were forced to get up and walk to find a slide worthy surface. Persons attending the slip and slide were calling it “Walk the City”.

The Slide the City volunteers worked feverishly against the clock to set up the 1,000 yard slide, belly high metal fences, and bringing in two Salisbury Fire Department pumper trucks, on either side of the street, to overcome the city’s low water pressure. The Fire Department saved the day from being a fiasco.

Injuries occurred mostly from impact hits in the right lane. People limped away from the slide. Others sported cuts and abrasions from being spilled on South Main Street or being rammed by persons speeding down the first incline. One fellow was grimacing and holding his shoulder after a blow. A boy took a bad spill and struck his head hard. He bravely received treatment from the Salisbury Fire Department. Kudos to the Salisbury Fire Department! Surprisingly only a few drunks showed up mostly in the late afternoon.”

Letter-to-the-Editor: Misinformation Regarding the Amount of Money the School System Receives from the County for Capital Projects

$

Jim Sides, Salisbury, N.C.

♦ In a recent article in the city’s print paper involving school consolidation, numerous individuals continually repeat misinformation regarding the amount of money the school system receives from the county for capital projects. The figure consistently quoted is $2 million dollars per year. This is totally false. In John 8:32 the Bible verse says: “And ye shall know the truth, and the truth shall make you free.” Well, here is the truth:

According to the 2015-2016 Rowan County budget, the schools will receive a total of $10,405,500.00 in capital expense funds this fiscal year. Of course, everyone wants to overlook the fact that all but $2.2 million dollars of this money is debt service on prior capital projects undertaken by the school system. If you want the facts, simply go to the Rowan County government website, go to the “Transparency Tab” and look for the “Budgets” tab. This should be required reading for all school board members. It is also interesting to note that the figures for capital do not include the almost $36 million dollars given to the school system for current expense. It also does not include the more than $4 million dollars that goes to RCCC. Of the almost $139 million dollar county budget, more than $50 million dollars goes to education. Of the more than $10 million dollars that will go to debt service for the schools in 2015-2016, $906,500 is “interest”. That is almost $1 million dollars each year that does not go to educate children in Rowan County. Those are the facts. Well, at least some of them. I would be happy to discuss this with anyone who wants to get in touch with me.

Sunday’s Salisbury Fishwrapper

$

Todd Paris, Staff Writer and Salisbury Attorney

♦ Yesterday appeared to be “Butt-Hurt Sunday” in the pages of the “Salisbury Fishwrapper.” Almost two full pages were devoted to local BoE members and one Commissioner as “Specials,” apparently to do damage control after pulling one of the stupidest political gaffs in Rowan County history, the infamous “Nightmare Scenario.” According to the BoE’s own information, it would have closed at least five rural elementary schools and bused 4400 elementary school kids from all over Rowan County.  It was voted down last week after massive resistance from concerned citizens and parents led by a local 5000 plus group Facebook page named Rowan Rural Save Our Schools. I started that group and I am proud of them.

The editor of this watchdog website will not allow me to link or copy to this publication. That publication will not mention RFP’s name. My guess is that neither wants to direct traffic to the other. There is a history, and I do not blame our editor. I will be stuck with summarizing what I read.  (Editor’s note: We don’t care if someone uses fair use quotes and  properly attributes them.)

Chairman Edds was in Fishwrapper praising the BoE and at the same time further distancing himself from the debacle. The BoE member’s articles were mainly claims they were never going to do this anyway and asking that they not be beat up and asking for support and cooperation. For their part, the Fishwrapper’s own editorial says that school consolidation is still worth more study.

Apparently, things are not well at the “Fishwrapper.” This weekend their original request was to take down a photo RFP had obtained from my FB of the “Blunderdome” being constructed that they claimed a copyright on. After a few minutes investigation, I agreed and told our editor and he immediately comply.  He thought it was something I or one of my friends photographed. This was soon followed by a request from the Fishwrapper’s editor asking that any materials from their paper be removed from my personal FB page as well as from RRSOS. While I don’t have the time to cleanse my entire FB of all Fishwrapper related posts, I did remove anything recent and related to this photograph.

There is a lot of “butt-hurt” along the “northern I-85 urban corridor” this weekend as the Salisbury Cabal’s plan to bus 4400 rural children into town appears to have failed. Appearances can be deceiving. They may just go ahead with it after the election.

As far as yesterday’s “Fishwrapper” is concerned, I have never seen a more biased example of pandering to any particular group of politicians in my life, particularly after the neutral, fact-based reporting on “The Nightmare Scenario” that had proceeded it. My guess is that “big people are moving the furniture.” I bet one or more large advertisers who favored “The Nightmare Scenario” are not happy with the “Wrapper’s” failure to properly support the Cabal’s “cure for all that ales” Salisbury. Of course, this is mere conjecture. The great thing about RFP is that we are immune from advertising pressures and do this for the love of our community and our dislike for corruption and bad government.

I have been remiss in examining developments at the “Edds Commission.” Why is it that we can’t seem to afford to maintain rural schools, but can afford all the new multi-million dollar airport construction, a 30M mall renovation down the road from Edd’s and Jim Greene’s insurance offices and 20M baseball/softball complex predicated on an event that takes place maybe one weekend a year? After the massive financial debacle of the Kannapolis ball park we built years ago, is that our best idea?

Why do we not thrive like our neighboring areas? While a few good people have been recently elected, by and large, Salisbury-Rowan is poorly led, poorly promoted and awash with folks who only look out after their own self interests to the detriment of the public good. That’s why we can’t have good jobs and that’s why folks are leaving. The public needs to continue to get involved and vote good people in.

♦ Christopher Brian McDonald,34, of the 700 block of Walton Road in Salisbury, was charged Saturday with felony death by vehicle when his all terrain vehicle (ATV) allegedly went off the right hand side of Walton road going West and collided with a metal mail box around 8:40 p.m. Friday. McDonald and his passenger on the 4-wheel ATV Laura Gorman were thrown from the vehicle on impact.
Gorman, his sister-in-law from Lexington, N.C. struck her head on the asphalt. She was airlifted by helicopter to Wake Forest Baptist Medical Center in Winston-Salem where she expired Sunday morning

According to N.C. Highway Patrol sources McDonald was allegedly “under the influence” while driving his ATV on Walton Road and this was allegedly the proximate cause of death.

McDonald was arrested Saturday and charged with driving while impaired (misdemeanor) and felony death by vehicle (felony). Later charges were added: reckless driving/wanton disregard (misdemeanor), operating a vehicle without insurance (misdemeanor), drive/allow motor vehicle no registration and expired/no inspection (misdemeanor),

♦ Nothing beats a timely video or being able to attend any governmental meeting to know what actually happened. Reports on such meetings can be slanted or missing important information. We will post the School System’s video as soon as they get around to posting it on their website.  The school system is often lax in this department.

Here are the quick notes on last evening’s “work session”:

• High school students will be permitted to carry mace/pepper spray/and other defensive sprays in the 2016-2017 school year when the BOE amends its current policy booklet.

Yesterday there were free ranging discussions about pepper spray/defensive sprays/and whether personal “safety razors” could be brought on campus.  Although the discussion sometimes became humorous and touched on potential errors in carrying defensive sprays in handbags, the end result was this: the BoE agreed to allow high school students only to carry mace, pepper spray, or other defensive sprays as soon the policy wording is changed in the 2016-17 student handbook.  Also new policy, once written into the 2016-2017 student handbook would allow disposable razors for personal shaving use only.

As a special consumer note: not all pepper sprays/mace/and other defensive sprays have the same potency. Some of these sprays are virtually useless in self-defense because of their lack of important ingredients. Check behind any spray you buy–Consumer’s Reports are a good source.

• Live streaming video of BoE meetings was discussed as a help to the many persons who work during the day and can’t attend meetings held earlier in the day (Prior to 5 p.m.).  The BoE agreed to bring this discussion back during the upcoming June work session.

• Better ways of announcing BoE meetings were discussed and will have continued discussion at the May 23rd business meeting.

• A discussion of teachers working from home to make up days missed occurred.

• Discussion of raising school lunch prices by $.25 cents. Nothing set in stone yet.

• More convenient BoE meeting start times were brought up with the possibility of 5 p.m. start time with public commenting at 6 p.m.  This is what the Salisbury City Council started doing recently.

Stay tuned for whenever the school system decides to post the video.

♦ On November 7th, 2015 around 6 a.m. the Salisbury Police were called to the home of Justin Daryel Poole, 30, and Christina Marie Poole, 24, on 1300 block of Majolica Road on the report of an unresponsive infant.  When the police arrived they allegedly found the infant dead and summoned the Rowan County EMS for confirmation the child was already deceased.  What the officers also found in home were deplorable, unsafe, and unsanitary conditions–dirty diapers, trash strewn about, food and soiled clothing on the floor, and animal waste.

On Monday the Salisbury Police charged the pooles with 3 counts of child abuse (misdemeanor) and 3 counts of contributing to the delinquency of minor/neglect (misdemeanor).

Back in November, when the police were originally called, the Pooles had two other children living in the home along with the 6 month-old infant.  The surviving children were a two year-old and a three year-old who were later removed from the home by the Rowan County Department of Social Services.

The Pooles will not face more serious charges over the death of their infant because a Medical Examiner’s report could not link the death to conditions in the home.

Under a secured $15,000 bond each, the Pooles were detained in the Rowan County Detention Center before they later were released on bond.

♦ Tuesday evening Sylvia Quantina “Mocha” Dunn, 33, of the streets of Salisbury, attracted a citizen’s attention when she lay on the street and began taking her clothes off at 499 North Clay Street near East Cemetery Street. Salisbury Police officers, arriving on the scene noted Dunn’s alleged state of apparent “impairment”. When the officers questioned her about her name she became generous and offered them three. She claimed she lived on East Cemetery, but the officers could never establish that address.

After Dunn was handcuffed and assisted into the patrol car, she allegedly spat at the officer and tried to kick out the vehicle’s rear window. To cap a wonderful night on the town in Old Salisbury Dunn was charged with injury to personal property (misdemeanor) and malicious conduct by prisoners (felony).
