Gunfire Breaks Out at Salisbury Pop Shoppe on West Innes Street After Argument at the Store’s Front Door

♦ Gunfire broke out Wednesday around 10 p.m. at the Pop Shoppe at 1831 West Innes Street, a lightening rod in recent years for crime, car thieves, and more recently an A.L.E. raid on alleged electronic gambling machines.

According to Eric, a 22 year-old Pop Shoppe clerk, an argument broke out between two groups of young Black males at the Pop Shoppe’s front door. The clerk called 911 and the Salisbury Police answered the call. The clerk informed an officer that one of the males involved in the argument got in a black Chevvy Impala and fired two shots as he pulled out of the Pop Shoppe lot. It is not known at this time if anyone was struck. The other males took off on foot before the police arrived.

At this time no suspects or arrests were reported.

Sherry Anne Donaldson Charged Friday Morning for the Alleged Arson at Bradshaw Auto Sales on South Main Street in Salisbury

♦ Sherry Anne Donaldson,39, living at 670 Lakeview Road in Salisbury and a convicted car thief, was arrested and charged Friday morning for the alleged Thursday night arson at Bradshaw’s Auto Sales 5785 South Main Street near Webb Road in Salisbury.  Bradshaw’s Auto Sales is across Main Street from the N.C. Highway Patrol Office.

Donaldson was charged by the Rowan County Sheriff’s Office with breaking and entering-building (felony), larceny (misdemeanor), motor vehicle theft (felony), burning of certain buildings (felony), and burning of personal property (felony).

Under a secured $60,000 bond, Donaldson is being held in the Rowan County Detention Center.  Her first hearing will be on May 16th.

The original call to Bradshaw’s went out at 10 p.m. Firefighters had the fire under control in under 30 minutes. Later fire investigators determined that she allegedly torched Honda next to the main building and allegedly set the building on fire.

Donaldson’s boyfriend Rickie Nail is a salesman at the car lot where she allegedly stole a BMW that her boyfriend drove around.

Salisbury Under Siege: Another Home Shot Into on 18 North Arlington Street Early Friday

♦ Over the last 24  hours the City of Salisbury has witnessed an uptick in violent crime:  armed robbery, a strong arm robbery, random shootings with mercifully no one hit, and early Friday morning someone shot into a home on 18 North Arlington Street occupied Marrita Harriette Council, 62, a KFC employee and her son Marquis and daughter Shamonique. Luckily no one was hit.

Salisbury Police investigators found a handgun slug lodged in a window.  An interior and exterior wall were damaged.

Allegedly none of the occupants knew who fired the shot or shots that damaged the house.

At this time the police have no motive or suspects.  The investigation continues.

Republican Executive Committee Votes Unanimously to Place the 2016 Rowan Republican HQ on Craig Pierce’s North Main Property

♦ This past week the Rowan County Executive Committee, after considering several choices for the best location for the  2016 Rowan Republican Headquarters, voted unanimously to place its HQ on the 600 block of North Main near the corner of West Lafayette Street.  Sound familiar?  The property is owned by none other than County Commissioner and community benefactor Craig Pierce.  The space to be leased, starting June 1st, adjoins Pierce Construction/Pierce Interiors.

The 2016 Rowan Republican HQ will be located on a spot having an easy access parking lot (unlike previous Downtown HQs on Main) and excellent site visibility.  The property was leased at a reasonable price.

Previously Craig Pierce championed the West End Plaza (the old GNC space) as an excellent site.  Not only did the West End Plaza offer great parking, but the money from the lease would’ve flowed into the county’s coffers.  Yet County Chairman Greg Edds made an irrational issue out of going to West End Plaza, claiming that 5 Republican county commissioners okaying a Republican HQ at the West End Plaza would be showing favoritism.  What?  Craig countered that the West End Plaza could be offered as an HQ spot for the Democrats and the Libertarians–to any political party.

Then Judy Klusman weighed in with her eyes blinking strangely and sounding overly serious. Once again seemed unprepared to discuss a commission issue. She suggested to the commission that no leases could be put forward until the space-needs study came back.  (The space needs study was already completed weeks ago and a consignment shop signed a West End Plaza lease and is doing business.  People groaned in the rear of the commission chambers.)

Edds attempted to milk the idea that Pierce sent out “threating emails” about wanting the West End Plaza or “else”.  Those people, blind-copied on the emails Pierce sent out, failed to see any alleged threats.  Then the next day people saw Edds’ fake issue played again in the “fishwrapper”.

Edds, a major disappointment to many in the city and county who expected the “chairman” to accomplish at least something in the area of economic development, but to date his resume in this area is virtually blank.  His campaign boast about doing a “thousand hours of economic study” (That’s 125×8 hr. days of study.  Not possible for someone selling insurance full time and showing up as the county commission chairman.)  Perhaps Edds is getting back at Craig for calling him out on pulling the construction contracts at the West End Plaza instead of tabling them. This costly error was Edds first major gaff.

Then Craig embarrassed Edds again when the Craigster pointed out the elements of the spec building deal in Granite Quarry were illegal.  The  LLC. developer, who was set to do the spec buildings, folded his tent and left the county.

While Edds appears to have lost much favor in the city and the county, he is favored by the city’s  elite real estate and banking families.  At least for now.


Larry Lamar Cruse Found Shot to Death inside a Car Near N. MLK, Jr. Avenue and E. Council Street Saturday Morning in Salisbury

♦ At around 3:39 a.m. Saturday Salisbury Police responded to a 911 dispatch reporting shots heard in the vicinity of N. MLK, Jr. Avenue and East Council Street.  It did not take arriving officers long to find a 2006 Chevvy smashed through in a wood fence by a side yard of a home on the 200 block N. MLK, Jr. Avenue.  Inside the car was the body of Larry Lamar Cruse, 27, of Salisbury who expired from multiple gunshot wounds.

Within minutes police vehicles began filling up the area and two parallel yellow crime scene tapes stretched across a front yard to the other side of the Street.  Investigators spoke with neighbors about what they might’ve seen and heard here in the early morning hours.

All indications are that this was a car-to-car gun battle where the pursuing vehicle won the fight and took off. Broken glass all along the 700 block of East Council showed where the mobile gunfight took place.

Neena Morgan, in her home in the early a.m., heard a rapid series of gunshots and the loud impact when the Chevvy slammed into the fence. She told us there were all kinds of markers and small flags along the 700 block of East Council street this morning marking cartridge casings. Sources indicate approximately 10 spent cartridges were recovered.

Neena Morgan’s husband Paul Wade Morgan said he lived in the house next door for 37 years and his family owned the home since 1911. He said this was the first killing ever at that corner. His wife Neena Morgan recounted asking an unidentified SPD officer this morning if they should move and was told not to do so. This sort of thing was happening all over Salisbury.

At this time no motives or suspects have been developed in a shooting occurring on a weekend marred by gun violence.

UPDATED: Two Wounded in Shooting Early Sunday Morning Near North Church and West Innes Streets in Downtown Salisbury

♦ In the third consecutive day of Salisbury shootings, two young Black males Antwond Glenn,18, of Salisbury and Leslie Wendell Stefon Felder,18, of Salisbury were wounded in an exchange of gunfire on the 100 block of N. Church near Bounce City on early Sunday morning in Downtown Salisbury.  Multiple gunshots were heard by area neighbors and before long Salisbury Police and Rowan County Sheriff’s Office vehicles raced through neighborhood and filled up the 100 block of North Church.

Glenn was shot in the right foot and Felder sustained a wound to the back. Both men ran to the 100 block of East Innes where they asked for help. Both men were transported by EMS to Novant Rowan Memorial Medical Center. Glenn was treated and released. Felder was later transported to N.C. Baptist Hospital in Winston-Salem and was later released.

Earlier Salisbury Police detained two young men and questioned them about the gunfire.  They were soon released.  An active shooter or shooters were believed to be in the neighborhood at that time. Member of law enforcement reported that a large unruly crowd were spread out along the 100 block of North Church. The Salisbury Police and Rowan Sheriff’s Office deputes cleared the area without further incident.

At this time no motives or suspects are known.

Investigators swept the 100 block of North Church and failed to turn up any shell casings or blood spatter.

Dateline – Salisbury, Murrica’s City – 12:27 a.m. May 15, 2016 as I sat slightly napping, suddenly a single gunshot rang through the downtown night. From my experience as a NRA Certified Pistol Instructor, it sounded like a shotgun or big bore revolver from the vicinity of the intersection of 100 West Council and North Church Street. Then I heard five or six smaller caliber gunshots followed in rapid succession. I heard the sounds of engines racing. I decided to investigate on foot.

A very professional SPD Officer who had two young men up against the wall asked me to leave his crime scene and told me he had an active shooter. A photo of this is attached. I understood his concern as I had, as is my habit, my Glock 17 strapped to my waist as I walk around downtown at night. I returned home after a few pics, locked it in my trunk and returned to the scene after taking a few photos.

The pictures speak for themselves. An Officer with RCSO told me two men were shot somewhere in the street in the vicinity of the 100 Block of North Church at a location in the photos and that one was wounded in the leg and another in the lungs. A second officer told me that the victims had run all the way to the 100 Block of East Innes. The manager of the bar there told me the victims did not make it inside but were stopped in the middle of East Innes Street and that he heard one was shot in the back and one in the foot.

I spoke to a gentleman who seemed to be in charge of the only open establishment this time of night on 100 North Church Street and he said that nothing had happened inside his establishment and that it had happened “at the corner.” I asked if they had any security on duty and he said that the party had happened too quickly to have security. He maintained that nothing had happened inside of that establishment.

A sweep of the 100 Block of North Church Street by LEOS did not uncover any spent cartridges or a blood trail. Once they understood that I was acting as media, they were most cordial and cooperative. It should be noted that Rowan County Sheriff’s Office arrived almost simultaneously with SPD in an apparent attempt to support the under-manned SPD. All law Enforcement officers were very thorough and professional. One officer surprised me by saying my FB Post at 12:27 a.m. was the first warning that something was happening downtown.


Letter-to-the-Editor: The A.P.’s Rush to Judgement

On May 11th the Associated Press sent an article across the wires alleging that “A North Carolina school system has adopted a policy allowing high school students to carry pepper spray this fall; a policy one board member said may be useful for students who encounter transgender classmates in the bathroom.” The AP’s report quickly went viral without any attempt to confirm its accuracy or to speak with the board member, Chuck Hughes, before rushing to judgement.

Mr. Hughes states he never suggested a connection between pepper spray and LGBT students when he said “Depending on how the courts rule on the bathroom issues (NC HB2), it (pepper spray) may be a pretty valuable tool to have on the female students if they go to the bathroom, not knowing who may come in.” A review of the board’s videotaped meeting by the Rowan Free Press supports his statement.

Mr. Hughes provided the Rowan Free Press with these follow-up comments:

“My comment only suggested that pepper spray might provide a layer of protection for all females, and by definition, all females includes transgender and transsexual students as well. I would add that statistics strongly suggest that those who are most likely to take advantage of our female students, straight or LGBT, in or out of school, come from the ‘straight’ community.”

The question is, will any of the numerous papers that took AP’s article as factual, retract their accusations?



Wave of Violence Sweeps Salisbury: Strong Arm Robbery at Economy Inn on Bendix Drive and Knifepoint Break-in on Standish Street

♦ The wave of criminal violence continued throughout the weekend in Salisbury, N.C.  The tragic killing of Larry Lamar Cruse, 27, on North MLK, Jr. Avenue and the double-shooting near Bounce City at 120 N. Church Street Saturday morning (confirmed by a Salisbury Police Incident Report and a press release from the Salisbury Police Department).

On Friday the 13th James Lee Coble, 25, of 255 Large Ave. in Rockwell got a dose of Salisbury “hospitality” at the Economy Inn on 319 Bendix Drive when he was the victim of a strong arm robbery.  Fortunately he suffered only minor injuries according to the Police report.  Forcibly taken, from the slightly built Coble, were a set of keys and approximately $1,200 in paper currency.  Cassie Lynne Coble, 27, was not harmed during the robbery.

On Saturday May 14th a burglar forced their way through the rear door of Apt.10b at the Zion Hills apartment complex on 1614 Standish Street.  A Black male pulled a knife on Shanelle Nicole Sams, 25, but soon fled the premises.  According to the police report Sams sustained only minor injuries.  Nothing was reported stolen from her apartment.

Barry Dean Hepler Stabbed to Death in his Trailer Home on the 100 block of Cone Drive in Woodleaf

♦ Barry Dean Hepler, 56, was stabbed to death prior to midnight Monday allegedly by Satonia Yvette Gray, 25, of the 1700 block of U.S. 601 in Mocksville. The murder allegedly took place at his trailer home on 139 Cone Road in Woodleaf, N.C.  Hepler’s home is located in Woodleaf Park off of Highway 801. 

Hepler died of multiple stab wounds and expired nearby at his father Paul Hepler’s home at 151 Cone Drive in Woodleaf Park. After answering a 911 call about a stabbing prior to midnight, deputies found Barry Hepler dead on the floor in his father’s living room floor. Hepler apparently bled out from multiple stab wounds. The living room and its furniture were splattered with blood.

Gray was allegedly seen in Woodleaf Park with a knife in her hand, but left before the Sheriff’s Office deputies responded. Later Gray was located at the Mocksville apartment complex on U.S. 601 where she lived. She gave up without resisting.

The Late Barry Dean Hepler:

Satonia Yvette Gray was taken into custody by Sheriff’s deputies with the help from the Davie County Sheriff’s Off within hours of the killing. Gray was charged with murder (unspecified) (felony) and is now in the Rowan County Detention Center. She is being held without bond. Her first hearing is scheduled for Wednesday.

Gray, still wearing bloody clothes, allegedly confessed to Hepler’s murder. According to sources no romantic relationship existed between the deceased and Gray however Gray allegedly often stayed at Hepler’s trailer home. The knife employed in the killing has not yet been found.

The two are said to have argued loudly prior to the murder. No motives for the murder are known yet.

Tuesday the City of Salisbury Filed a Lawsuit against the Company Who Originally Installed Fibrant’s Fiber Optic Cables on the Poles

♦ On Tuesday the City of Salisbury filed a lawsuit against Atlantic Group of North Carolina, Inc. who originally installed Fibrant’s fiber optic cables on the poles.

According to the lawsuit we looked over at the courthouse the complaint alleges that the Atlantic Group of North Carolina, Inc. breached the Agreement for Fiber Optic Design and Construction Services with the City of Salisbury by failing to complete the construction work by the deadlines specified by the contract and failing to locate  fiber optic cable with sufficient ground clearance and sufficient distance from the power lines.

The suit reads that the city of Salisbury is seeking to recover funds to correct the work, estimates to cost well over a million dollars.  The lawsuit itself does not specify a dollar amount other than an “amount in excess of $25,000”.

The lawsuit  includes claims against Atlantic’s parent company “Atlantic Engineering Group, Inc. and Safeco Insurance Company of America, the insurance group who originally bonded the construction work.

The Fibrant “Run and Gun” Lawsuit Finally Filed.

RFP readers may note and remember that early last year Salisbury RFP contributor Todd Paris forced the City to finally disclose additional multi-million dollar problems with the Fibrant Network in that Atlantic Group (the initial cable installers) had installed much of the network out of compliance with the National Electric Safety Code and that hundreds of thousands of dollars in “do nothing” legal fees had paid out of our water enterprise fund. He publically called upon the city to call in the bond and file suit.

Today the City of Salisbury announced in a press release that it had finally got around to filing suit in an attempt for collect millions of dollars in costs for correcting these violations. Finally, this herd of cattle has been prodded in the correct direction.

Kudos for city hall finally forcing this company to pay damages to our citizen tax-payers. We wonder how this affects Fibrant’s bottom line and why this potential financial issue has not been reflected in financial reports or budgets or if it was, exactly where it was hidden. We also wonder if the bond-rating firms were ever made aware of this. Remember, you read about first on Rowan Free Press, over a year ago.

A Tale of Two Counties: Rowan and Cabarrus

♦ On Saturday I was fortunate to be able to attend Rowan-Cabarrus Community College’s 2016 Graduating ceremony at the Cabarrus Arena and Event Center in Concord, NC. The ceremony was well done and all graduates are to be congratulated. RCCC is a wonderful institution and we are so lucky to be paired with Cabarrus County in this endeavor. It is a wonderful, modern large facility that Rowan would never be able to afford with our second ball-field project and West End Plaza renovation under way.

Among notables invited to speak, was Steve Morris, Member of the Board of Trustees and the Chair of Cabarrus County Board of Commissioners. He is the owner of the Gem Theater in Kannapolis NC and spoke fondly of his days matriculating at N.C. State and UNC-Charlotte. More notable was his mention, by name, of half dozen or so major corporations already landed or on their way to Cabarrus County and the prediction that his area is expecting a 40% growth in population in the next decade or so. Cabarrus County seems to be in great hands, with a top notch EDC that can really “land the jobs.”

Rowan County Commission Chair Greg Edds spoke next. He is said to be the past Chair of “State Farm PAC” (which many believe works incessantly to increase the profits of the insurance industry in NC) and how he won his first election and was immediately elected Chairman. Edds spoke at length about George Washington and “the character of an honest man” and more about Abraham Lincoln and something about a world war two fighter pilot and fifty caliber machine guns and other stuff. Well, I and had to the bathroom and didn’t catch it all, but I’m sure it was inspirational.

When I returned, I asked my seatmates if he mentioned any new industrial projects recruited by Robert Van Geons at “RowanDoesntWork” or any positive growth predictions for Rowan. Nope. How about Rowan’s new $500,000.00 “re-branding effort” that so far has produced little more than the advice not to be so hard on ourselves? Nope. The closest person to me said she really didn’t remember much substantive, but that the fighter pilot story was inspirational. I asked if he mentioned where he attended college. Nope.

Edds shouldn’t feel bad. Cabarrus is a hard act to follow. If he really wanted to advise these graduates, perhaps he should have just honestly told them to stay “south of the border” for now. Robert Van Geons and “RowanDoesntWork” continues to fail, his School Superintendent has alienated three-fifths of the county and has presided over further falling test scores despite her new headquarters and million dollar student computer “give-away,” and crime, violence and drug addiction continue to skyrocket.

We are so lucky to be paired with Cabarrus County. Many of their jobs are within driving distance.

City Manager Bailey Reveals Fibrant Cost General Fund a Whopping $3.5 Million. City Property Taxes and Water-Sewer Bills Going Up

♦ More bad news from Salisbury City Council on Tuesday evening. Salisbury City Manager Lane Bailey revealed to the council that the city estimated Fibrant did a “big gulp” from the general fund to the tune of $3.5 million dollars for the current fiscal year. Next fiscal year the city hopes to reduce Fibrant’s general fund gulp to $2.9 million dollars.

City Manager Bailey also put forth his recommendations for a 1.2-cent increase in property taxes for the 2016-2017 fiscal year. Bailey claimed the property tax rise was due the loss privilege license tax last year for the current fiscal year and from significant increases in health insurance and workers compensation insurance this year.

If you didn’t think the Fibrant Debacle losses were enough bad news, the City property taxes and water and sewer are going up. Cover your eyes because you are about to get a 20% increase in the commercial stormwater rate allegedly for rehab projects and housing stabilization. City Council has scheduled a public hearing for the proposed budget on June 7th.



Another Salisbury Shooting: Gunman Opens Up on Occupied Property Tuesday Evening at 702 S. MLK, Jr. Avenue

♦ On Tuesday at around 8 p.m. a gunman shot into an occupied property at 702 S. MLK, Jr. Avenue in Salisbury and startled resident Angela Michiko Brockington, 52.  Fortunately Ms. Brockington was not struck.  The shot(s) came from an undetermined point nearby.  The incident is recorded as “victim of all other shooting into an occupied property”.

Shootings have been recorded almost daily for the last several days.

At this time no motive for the shooting was disclosed and no suspects were developed.

The shooting remains under investigation.

♦ Yesterday the RFP learned from sources in the Rowan-Salisbury School System that a 3rd grade teacher at Knollwood Elementary School on 3075 Shue Road in Salisbury resigned after allegedly using masking tape to restrain a 9 year-old boy in her classroom. Knollwood Elementary School is an “F” rated school on the most recent school performance grade posted by the N.C. Department of Education for 2014-2015.

In a press release from the Rowan County Sheriff’s Office it mentions that a teacher was accused of employing masking tape to confine the 9 year-old student to his desk. According to the release the boy allegedly was confined to his desk by wrapping tape around tape around it.

According to reports its alleged by the boy’s mother Lynda Santamaria that the teacher confined the boy with masking tape on several occasions. She allegedly learned about these abusive incidents from her daughter attending 5th Grade at Knollwood Elementary.

A classmate of the allegedly abused 9 year-old boy captured some of the masking tape abuse on his school issued iPad.  A third video segment, caught on iPad by the classmate, allegedly shows masking tape wrapped around the boy’s belly so he was held firmly to the chair.  It’s said by the boy’s mother that this video segment involving bodily restraint was deleted from the iPad.

Santamaria responding to a question about why her son didn’t tell her about the masking tape abuse: she went on record as saying words to the effect that the boy believed such teacher behavior was normal because he alleges it was done a number of times.

According to statute NCGS 15A-301 (b1): School employees cannot be charged or arrested “for an offense that occurred while the school employee was in the process of discharging his or her duties of employment, without prior written approval of the district attorney or the district attorney’s designee”.

This is called animal abuse (pictured below).  What do you call confining a 9 year-old boy to a desk with masking tape?

We hope Lynda Santamaria goes for damages due the nature of the alleged abuse whether the case winds up in criminal or civil court.  The alleged toll of emotional abuse that several days of masking tape confinement might cause could be significant even if the boy was only confined to a desk.

We’ve learned the boy was bullied at Knollwood after the alleged incidents and that other youngsters were telling him he was to blame for incidents.

We hope the Rowan-Salisbury Schools strays from it’s horrific past history of covering up bullying incidents. Lest we forget Erwin Middle School:

Preventing Salisbury, N.C. Style VANDALISM: Practical Measures Property Owners Can Utilize Anywhere

Ah tis springtime in the Bury and the vandals are on the loose throughout the Downtown area, at Salisbury High, the Historic District–-just about anywhere someone can hurl a rock, point a spray paint can, set fire to a building, smash a car window, tip a gravestone or plunder a grave, key a car door, gang tag or graffiti up a wall, and fade quietly into the night. Salisbury is under siege-–the party is just getting started for teen and old head “rockers” and those who would use any building for their canvas or fire it up Salisbury style. Window and insurance company phones are about to ring off the hook. The price of doing business and just living day-to-day is going up as Salisbury’s army of angry young men and women head out to “paint the town” or send glass shards flying in all directions.

All is not lost in blighted Salisbury with it’s armada of abandoned buildings (900 last count), boring old mercantile buildings on Downtown’s Main Street begging for “art”, and an army of derelict vehicles on cinderblocks. There are certain measures universal to urban areas and even crossroad’s towns that can assist any property owner in cutting their losses. Having these measures in place can be the difference between staying open and putting plywood over your windows for the final time.
