♦ Rowan County be very wary of taking on the City of Salisbury’s water and sewer utility if its suddenly offered as a gift horse. According to sources inside of Rowan-Salisbury Utilities, the city’s water/sewer system’s funds were badly depleted to prop up the Fibrant and now the long neglected utility is crumbling and requires major upgrades to the tune of $20 million dollars. Even though a water/sewer takeover would remove the “Bully of the County” favorite blackjack on its municipal serfs, $20 million dollars in upgrades and repairs would be quite a hit on county taxpayers. Just sit tight until Salisbury flat-lines and see if the state can help with the utility’s upgrades before you take it over.
