♦ Santos Cordova Rodriguez, 55, of Village Park Road in Kannapolis was observed Saturday around 4 p.m. allegedly masturbating by a wildlife officer in the Riles Creek Recreation Area. Riles Creek Recreation Area is a popular fishing and swimming spot off Stokes Ferry Road and River Road in Rowan County. The officer noted Rodriguez was eyeing 2 women and 3 children playing in in the water while fondling his genitals exposed by his unzipped pants. Right away the wildlife officer stepped away to contact a Rowan County Sheriff’s Office deputy.
After the deputy arrived, he observed Santos remove 40 oz. can from a brown paper bag before he hid in the shrubbery and continued masturbating. He stared at a group of people in recreation area. The behavior continued for over a half an hour. Soon the deputy moved in to make the arrest.
Rodriquez was charged with indecent exposure (misdemeanor). Under a $2,000 secured bond, Rodriguez was placed in the Rowan County Detention Center before his release.
