You missed the city’s big win in annexing the county high rise prison. True it raises the poverty rate and gets grants to make Salisbury more attractive to entitlement seeking poor. But here’s the win: it lops off 3,000 inmates who don’t get counted in the city’s per capita crime rate. It artificially LOWERS Salisbury’s crime rate.
