Updated: Homicide at 295 Ellis Loop Road in Salisbury Monday Morning. Curtis Wayne Trexler Charged with First Degree Murder

♦ At 5 a.m. Monday a 911 was received from 295 Ellis Loop Road reporting someone was down and needed immediate medical attention. The caller was said to be the alleged murderer Curtis Wayne Trexler.  Rowan County Sheriff’s Office Deputies, Rowan County EMS, and a fire department vehicle were dispatched to the home on Ellis Loop Road where they met with the caller.  EMS workers determined the victim Joyce Ann Trexler, 75, and the grandmother of the alleged murderer Curtis Wayne Trexler, had expired.  Investigators at the scene early on determined the death was a homicide.

According to law enforcement sources the victim allegedly died from a savage beating.

The crime scene in front of 295 Ellis Loop Road was cordoned off with yellow tape while investigators spoke with neighbors and developed leads.  In the early morning hours the Sheriff’s Office had a suspect in mind: Curtis Wayne Trexler.  They would follow that lead to 612 Mocksville avenue (Novant Health Rowan Regional Medical Center) where they arrested Curtis Wayne Trexler, 31, at 10:57 a.m.. Curtis Wayne Trexler was charged with murder (first degree). Under no bond, he is being held in the Rowan County Detention Center.

Neighbors informed the RFP that the grandson lived at the house and was a roofer. They said Joyce Trexler was friendly and had a heart of gold.

SILVER ALERT: Dock Harrison Corpening, Sr., 81, Reported Missing Monday

♦ A Silver Alert was issued Monday for Dock Harrison Corpening, Sr, reported missing from the 700 block of White Rock Avenue in the area Dunns Mountain Road near S. Salisbury Avenue.

Mr. Corpening, according to the N.C. Department of Public Safety, may be suffering from dementia or another cognitive impairment.

Description:

Black male

6’1″ tall

Weighs 180 lbs.

Brown eyes

black, balding hair.

Mr. Corpening drives a burgundy 2000 Toyota Tundra with NC plate number NSV6163.

SALISBURY MANHUNT for Antoine “Sky” McGee for Allegedly Shooting Terrell Jones at a House on W. Miller Street Monday Morning

♦ The Salisbury Police are hunting for Antoine Terrell “Sky” McGee, 29, of Salisbury for allegedly shooting Terrell Leshawn Jones, 32, of Highpoint at a house on 127 W. Miller Street in Salisbury at around 12:45 a.m. Monday. Reports say Jones sustained a gunshot wound to the right thigh and had to be transported to Baptist Medical Center in Winston-Salem where his condition is listed as non-life threatening.

A warrant is issued for McGee, shot behind J.C. Price American Legion Post in March along with his brother Devon McGee who died in an unsolved murder, charging him with assault with a deadly weapon (felony).

Fibrant Woes Deepen. City Hall Directed Atlantic Engineering Group to Install Fibrant’s Cable in Violation of National Electric Safety Code

♦ Tuesday the Rowan Free Press learned the Atlantic Engineering Group has alleged in a counterclaim to the city’s lawsuit that the City of Salisbury directed the company to install Fibrant’s lines without the needed make ready work to ensure it was in compliance with the National Electric Safety Code, a mistake that could cost the city in excess of one million dollars to fix.

Filed in Rowan County Court, Atlantic Engineering Group’s counterclaim states the city was responsible for securing all rights and permissions from AT&T and Duke Energy necessary their company to construct Fibrant and the city failed to do so.  Specifically, the contract requires that the city ensures the utility companies complete their “make ready work review” in a timely manner, which includes adherence to the National Electric Safety Code and OSHA regulations. The counterclaims alleges that instead of ensuring “make ready work review” was completed in a timely manner , the city directed Atlantic Engineering Group to skip it and proceed hanging the fiber optic cable without it. Being concerned with this, Atlantic Engineering Group alleges they presented a change order in May of 2010 to the City of Salisbury to fix this situation and make sure lines met all applicable regulations.  Atlantic Engineering Group alleges the city refused to accept the change order. The following year, Fibrant Director Michael Crowell took early retirement.

Atlantic Engineering Group further alleges the city still owes them $282,587.98 for work completed and asks the court for that sum along with additional damages in excess of $100,000.

The parties also allege that the City of Salisbury failed to comply with the terms and conditions of the performance bond issued for the construction of the system. This is alarming as the bond funds are needed to pay for the fix.

RFP readers may remember that last fall Salisbury RFP contributor Todd Paris forced the City of Salisbury through a series of public information requests to disclose that much of Fibrant was installed out of compliance with the National Electric Safety Code. At that time the City of Salisbury was celebrating its new ten gig connection and what it would do to bring technology companies to the city. No technology companies have relocated to this date.

Walmartia Invaded in Salisbury! Barbara Link AKA Barbara Crain Busted for Allegedly Trespassing and Bleeding on Stolen Goods

♦ We seldom if ever report on the army of daily shoplifters who try their luck in Salisbury’s Number One Retailer: the Walmart Super Center at 323 Arlington Road. The attempted pilferage there keeps their loss prevention specialists alert and agile. We’ve been told by one Salisbury Policeman he avoids shopping in the local Walmart and goes to the one in nearby Kannapolis instead. Why? Because its a dice roll that if he shops in the Salisbury Super Center he risks being drafted by Walmart’s loss prevention crew to assist in making a snag. In short off duty police realize their shopping will be cut short in the local Walmart and later they will be tied up in district court witnessing against some Bozo who stuffed steaks in their underwear. We won’t tell you stories from Walmartia where shoplifters taunted loss prevention from outside the sliding doors: “Yo–got less than $40 bucks worth of sh–t. You can’t bust me!” Oh?

But Tuesday was a special day for Walmart’s crack loss prevention crew. Allegedly in their state-of-the-art high tech monitoring lair they spotted an old familiar face rolling a shopping cart through their domain. Not only familiar, but someone previously banned from the 323 Arlington Road: Barbara Upright Link AKA Barbara A. Crain. Allegedly Barbara Upright Link, 58, living on 11700 block of Old Beatty Ford Road in Rockwell was banned from Walmart for attempting to remove an anti-pilferage device on a “Tour-de-Walmartia” last March.

Link during her alleged Tuesday shopping romp helped herself to a $6.97 paring knife called “The Pioneer” and took it to Walmart’s electronics section where she allegedly removed a anti-pilferage device from a TV. Link allegedly cut herself and bled on her t-shirt and allegedly 2 Sharp TVs, 4 Vizio TVs, the paring knife, and 2 Bissell vacuum cleaners. These goods were considered damaged by blood and the total losses allegedly amounted to $1971.26.

According to law enforcement sources Link spotted store employees closing around her and she allegedly tried to conceal the bloody knife in her short’s waistband. No go. The knife landed on the floor and she tried to kick it under the counter. She was ordered to leave and responding like nothing out of the ordinary was happening, allegedly asked the employees if she could take the TV out to her vehicle to see if it would fit before she purchased it. The employees told her that wouldn’t happen.

Undaunted, Link allegedly rolled her shopping cart to other sections of Walmart where she loaded it with a case of beer and two Bissell vacuum cleaners. Next the self-checkout counter. No beer purchase–a store employee allegedly determined Link was under-the-influence and told her she couldn’t make the buy. When link left Walmart, the Salisbury Police immediately arrested her and placed her in handcuffs.

Link was charged with injury to personal property (misdemeanor) and trespass (2nd degeree) (misdemeanor). Link received a citation.

♦ Jeramy Jermaine McNair, 40, a convicted murderer released in January from Central Prison after 17 year incarceration and now living at 120 Emerson Lane Apt.304 in Salisbury, was arrested after an alleged domestic dispute highlighted by his ramming his girlfriend’s rental car with a vehicle borrowed from her in a parking lot on the 2400 block of South Main Street near Rowan Mill Road in Salisbury Tuesday afternoon. Mcnair, convicted of 2nd degree murder in Cumberland County in May of 1999, served almost 17 year in the State maximum security prison in Raleigh.

McNair was charged with resist/delay/obstruct a public officer (misdemeanor), assault with a deadly weapon or assault inflicting serious injury (misdemeanor) and injury to personal property (misdemeanor).  Under a secured $2,500 bond, he was held in the Rowan County Detention Center until he was released on bond.

Salisbury Police sources allege McNair and his girlfriend Roslyn Maxwell, 46, also living at Emerson Lane in Salisbury, had a domestic argument lasting hours prior to the ramming incident.
Taking place in a parking lot, McNair allegedly rammed his girlfriend’s rental car twice in the rear. Both cars, a 2009 Chevvy Aveo and a 2013 Ford Focus were damaged. The car McNair drove had a flat tire and could not be driven.

The girlfriend drove to a friend’s house while McNair walked to his job at 900 Airport Road where he was arrested.

Salisbury: Kurt Stebe Robbed at Gunpoint Wednesday Morning by 700 North Church Street

♦ Since the spring a rise in armed street robberies with handguns and other dangerous weapons are occurring throughout Salisbury, N.C.  According to Salisbury Police sources an armed robbery was reported at 5:10 a.m. by Kurt Theodore Stebe, 25, of Pinewood Ave. in Salisbury who was held up at gunpoint by 700 N. Church Street near W. Lafayette Street.  The gunman, a young male, held a handgun on Stebe while he relieved him of a pocket knife and $100 in cash before fleeing the area.

No injuries were reported.

The hold-up remains under investigation.

Former County Commissioner Jim Sides is Moving to Salisbury. Will He Again Become the “Comeback Kid?”

♦ During a break tonight in the recording of “Politics Today”, a radio show hosted by local Attorney Jeff Morris on the Ford Broadcasting Network, former Rowan County Commission Chair Jim Sides revealed that within six weeks he will be moving his residency inside Salisbury’s City limits.

Jim Sides a solid county conservative is pictured here with your writer and Jim’s famous van. That van may soon require all new signage. Perhaps “2018” might be changed to “2017” or even “2016.” Only time will tell.

Recent revelations that Salisbury’s Fibrant is “big gulping” TEN THOUSAND DOLLARS ($10,000.00) per day from the general fund, that the lawsuit against Atlantic Energy Group for Fibrant’s hasty and code defying construction may cost the city a million plus dollars, and the Rowan-Salisbury School System is spending tens of millions of tax dollars on a new West Elementary when they could just run water to Woodleaf Elementary.  The city, the county commission, and the Board of Education might have our “tax and spend” weary voters ready for a return to conservative fiscal responsibility, should it be offered.

Republicans are supposed to reduce taxes and be frugal with our money, right? What happened?

Mr. Sides remained silent about his future political plans, however as a mere conjecture, could this change in residency alter the face of Salisbury-Rowan politics, should Rowan’s perennial “comeback kid” insert himself into the fray from a slightly different point of residency? Many voters might be more than happy to fill in the oval next to his name.

Monday at the Rowan-Salisbury Board of Education: A Surprise

♦ Monday, a majority of the Rowan-Salisbury Board of Education voted to abandon a previous site for the proposed merger of the Cleveland and Woodleaf elementary schools on Godbey Road and NC 801 and move forward to a new site on Foster Road.

RFP readers will recall an effort lead by “Rowan Rural Save our Schools” several months back that brought BoE member’s attention to a recent fire next door to the first site at the Southern Power natural gas plant. Local residents also brought the board’s attention to how dangerous the intersection was at that location. It appears their efforts were successful, at least for now.

Chairman Josh Wagner and Dean Hunter dissented, disagreeing strongly with the majority. Perhaps RFP readers recall Josh Wagner angrily snatching the microphone away from startled BoE member Chuck Hughes at a West Rowan public meeting where the same topic was discussed a few months back. The audience hooted and laughed loudly at the “communications breakdown” between Wagner and Hughes. At Monday’s meeting, Wagner limited himself to commenting, “I don’t understand how anyone in their right mind can look at the sheet and see the numbers and be in support of Foster Road.” Many sitting in the audience wondered whether the stress of his inability to move forward Salisbury’s controlling real estate and banker syndicate’s: nightmare agenda of closing rural schools and busing children into Salisbury has loosened the Chair’s bolts a bit.

Will Anthony Van and sFl+a find reasons to move the proposed Western Elementary back to Godbey Road. Yes, sfl+ a are still the BoE’s architects in spite of the recent letter issued by Janet Cowell to legislators asking them to oppose Senate Bill 554 in Robeson County, which could have resulted in a huge windfall for the firm.

Why is the Board of Education Moving Forward with the Architectural Firm SfL+A?

Fingers crossed, It appears that West Rowan’s elementary school children may be on their way to a safer and more centrally located location. For that, a standing ovation to RRSOS and local West Rowan residents who made their voices heard in the proudest traditions of American democracy.

Fire that Heavily Damaged a Home on the 1400 Block of Pine Ridge Road in China Grove Alleged to be an Arson

♦ An unoccupied home being remodeled on the 1400 block of Pine Ridge Road in China Grove that was heavily damaged by a fire on Thursday is now being called an arson by Rowan County investigators.  The fire was reported at 11:15 a.m.  Although heavily damaged by the fire and smoke, the structure is said to be salvageable.

The home belonged to Steven Shuffler, 35.

During Thursday’s blaze responders included firefighters from Bostian Heights, Faith, Landis, Locke, South Salisbury and Rowan County EMS.  Because of yesterday’s high tempteratures and the heat of the fire the firefighters were forced to take frequent breaks and hydrate.


Letter-to-the-Editor: Chuck Hughes–Why I Signed Up to Run for the Board of Education Friday and My Record in Office

♦ In 2012, I had the honor of being elected to the R/SSS Board of Education (BOE). I soon learned that, while I am not an important man, the seat to which I was elected is. I also understand there is still much to be done to improve the quality of education in Rowan County.

BOARD POLICIES THAT I INITIATED OR TO WHICH I HAVE CONTRIBUTED

THE CENTRAL OFFICE BUILDING (COB): The time between my election in 2012 and the seating of a new board in 2014 was very frustrating. I consistently found myself on the short end of 4-3 or 5-2 votes on many issues I believed were not in R/SSS’s best interest. The most intense was the Central Office Building. Contrary to popular opinion, I never opposed a COB; what I did oppose was it being built when the school system did not have money to address the external and internal safety issues that were blatantly obvious in many of our schools. I also strongly opposed the 329 South Main site for two reasons:

1. Despite the state’s letter of “No Further Action”, building on a recently contaminated site put Rowan County tax payers at risk for Vapor Intrusion (VI) (the new “asbestos” money maker) class action suits. The threat was real based upon Greensboro legal firms’ bold warnings.
2. The promised 140 parking spaces were non-existent without robbing spaces promised to Integro, the neighboring resident on S. Main.

LEGAL ACTION AGAINST THE COUNTY COMMISSIONERS: I voted with the board to go into mediation with the County Commissioners in order to resolve capital funding issues. However, I opposed taking legal action beyond that. I believe my firm objection to this action prevented further legal action. I cannot reveal the reasons for this belief since most of the discussions were protected by the privilege of closed session (something else I objected to).

USE OF FUND BALANCE BEFORE ASKING FOR ADDITIONAL FUNDING: I argued that the board should use its fund balance for financial needs, especially safety needs, BEFORE asking the County Commissions for funding.

SEXUAL ORIENTED CLUBS: When a group promoting sexual orientated clubs threatened legal action against the board in 2014, I seconded the motion to change BOE policy to, “exclude clubs or organizations designed to address issues of sexual orientation or attempts to promote, influence, encourage or discourage any form of sexual orientation or behavior.” Unfortunately, the motion failed 5-2.

OWN YOUR VOTE: In an attempt to ensure members owned their votes, votes that in the past had been noted in the minutes by numbers for and against only, I made a motion that ALL votes be recorded by name in the minutes. The vote failed, but with the seating of a new board in 2014, I repeated the motion and it passed.

PROPERTY SWAPS LEADING UP TO THE CENTRAL OFFICE BUILDING’S SITE: I voted against exchanging R/SSS’s administrative property on Ellis Street for privately owned property on the 400 block of N. Main. My concern was that we were trading property that might be of future greater value to R/SSS if Southern/Norfolk decided to expand the Shober Bridge.

VIDEO TAPING – AT LAST: During the years from my election in 2012 to 2015, I lobbied for all board meetings to be videotaped and put on our website, http://www.rss.k12.nc.us. After years of persistence, the meetings are now available for viewing.

SCHOOL SAFETY: From the beginning of my term, I lobbied for school safety issues, internal and external in nature.

ISSUES I WILL STRONGLY PURSUE IF RE-ELECTED IN 2016:

FREE SCHOOL CHOICE: I believe every parent should have control over which school is the best fit for their child. I strongly support expanding this option to ALL of our schools.

DISRUPTIVE CLASSROOMS: The teacher cannot be a surrogate parent, control repetitive disruptions and be a productive teacher at the same time. It is also an injustice to the child who constantly disrupts the classroom at the expense of the other students, to keep him or her in the standard classroom. The Restorative Classroom does not just WAREHOUSE the student; it also works with the student in a manner that mediates the behavior while continuing the child’s education needs. I believe we should eventually have several Restorative Classrooms in both elementary and middle schools.

SCHOOL CONSOLIDATION: The most controversial issue to come to the board since my election was the issue of school consolidation. Although it was not a popular vote, I supported building a new Western Elementary

School to replace Woodleaf and Cleveland Elementary schools. I voted for this because I believed a consolidated elemenatary was in the best interests of the children and the county as whole. However, I never supported the controversial “option 1” to close six elementary schools.

With the 2016 election cycle just around the corner, I ask you to give me the honor of continuing to advocate for our students as a member of your Board of Education for another four years.

♦ David Jumar White, 33, a convicted felon living on the 600 block of S. Ellis Street in Salisbury, was arrested Friday by Rowan County Sheriff’s Office deputies by 400 South Long Street for allegedly trafficking heroin.

400 South Long Street in Salisbury:

White was charged with possession of controlled substance schedule VI (misdemeanor), possession with intent to manufacture/sell/distribute controlled substance schedule II (felony), and trafficking heroin or opium (felony). Under a secured $100,000 bond, he was placed in the Rowan County Detention Center. His next court date is on August 10th.

Kenneth William Goodwin Arrested Saturday Morning for Allegedly Assaulting a Female at a North Craige Street Apartment in Salisbury

♦ Kenneth William Goodwin, 61, of Salisbury was arrested by Salisbury Police officers early Saturday morning for allegedly assaulting Tiffaney Marianna Sanchez, 31, at her apartment at 120 North Craige Street in Salisbury.  According to police sources Ms. Sanchez was alleged to have sustained minor injuries during a domestic altercation.

Goodwin was charged with assault on a female (misdemeanor). Under no bond, Goodwin was placed in the Rowan County Detention Center. His first hearing is set for September 15th.

Salisbury’s Comprehensive Plan Steering Committee Calls for a Much Needed Change in Salisbury’s Direction

♦ Sunday the local print media provided an update concerning Salisbury’s Comprehensive Plan Steering Committee who were meeting with each other and a consultant to try to update Salisbury’s Vision 2020 Comprehensive Plan originally approved by City Council in 2001. Of course this committee is merely advisory and City Council can adopt or not adopt any plan they wish.

The last “Vision” plan is primarily a pleasant set of goals and beautiful maps if implemented might’ve changed the face of Salisbury in many ways. While we haven’t looked at those plans in a while, most were never implemented.

In 2001, no one on the original committee would’ve predicted that City Council (Mayor Susan Kluttz, Pete Kennedy, Paul Woodson, Mark Lewis, and Bill Bergin) in 2008 would make the ruinous decision to build the Fibrant broadband now operating at a massive $10,000 dollar per day loss.

In an article in “The Salisbury Post” by Amanda Raymond on July 24, 2016 entitled, “Comprehensive Plan Steering Committee Says Changes are Needed in Salisbury” four persons made statements grounded in reality.  Bill Burgin, said “I do think we can recognize a failure and set the course right, at least to the point where we could sell a plan.” Jane Creech “I think we can’t keep going the way we’re going.” Sarah Walker mentioned the problem with gangs and drugs locally.  And Preston Mitchell, Development Services Manager, said the city has had its problems with unsolved murders and other serious crimes, but petty crimes were also bad for the city’s sense of safety.

The most telling information was an almost universal call from citizens at “kitchen table” meetings requesting increased public safety. Perhaps RFP’s reality-based reporting is having a positive impact on the city. The Fibrant debacle reduced Salisbury Police Department, down in numbers from 2007 from around 100 plus employees to a number that fluctuates in between 71 and 81 just can not provide the numbers of officers required to protect the city’s residents. The Fibrant debacle and its massive losses, if never undertaken, would allow for thirty more police officers, complete with cars.

In the end, the last vision plan is no longer workable because Fibrant negatively drives the city budget and no funds are available to implement any of the “grand visions”.

A U-turn is necessary. With $10,000.00 a day Fibrant deficit, no money exists for pocket parks, bike lanes, and traffic calming or much of anything else. We have bunch of pretty plans in 2001 no longer affordable as the Fibrant debacle negatively drives the entire city budget. The 2001 Plan did not foresee this financial carnage. Salisbury’s “Cadillac Plan” must be revised into a “Yugo Plan” and we will have make do and prepare for the worst.

In the future the remaining residents of Salisbury would do well to vote out those members of Salisbury City Council who persist in keeping the Fibrant debacle alive even in the face of 6 years of abject failure and its ruinous affects on Salisbury.


Christopher Earnhardt Arrested Sunday Morning in Gold Hill for Alleged Strong Arm Robbery and Assault on a Female

♦ Christopher James Earnhardt, 29, of 368 Dry Creek Trail in Richfield was arrested Sunday Rowan County Sheriff’s Office at 10:56 a.m. for an alleged strong arm robbery and assault on a female. The alleged victim, Carolyn Sue Goodman, 49, living at 1070 Wyatt Grove Road in Gold Hill, N.C. was allegedly assaulted by Earnhardt during the robbery and suffered internal injuries.  It was alleged that Earnhardt forcibly took a Motorola Cellphone valued at $40 dollars from Goodman.

Ernhardt was charged with common law robbery (felony), assault with a deadly weapon (misdemeanor) larceny (misdemeanor), and assault on a female (misdemeanor). Under a secured $3,000 bond, Earnhardt is being held in the Rowan County Detention Center.

Walmart Employee Wesley Page Arrested Saturday for Allegedly Setting Fire in the Men’s Room at the Salisbury Walmart

♦ According to Salisbury Police sources Walmart maintenance employee Wesley Daniel Page, 18, of Rockwell was arrested for allegedly setting fire to toilet paper in a stall in the men’s room at the Walmart on 323 S. Arlington Street in Salisbury.  The incident was reported at 2:11 a.m. Saturday morning.

Police sources report that Page was allegedly angered at his supervisor and expressed it by allegedly going to the men’s room and setting fire to a toilet paper dispenser.  Two rolls of toilet paper, the toilet paper dispenser, and the men’s room stall wall were damaged.  The total damage was valued at $200.

Page was terminated.  He was charged with vandalism to real property willful and wanton injury (misdemeanor) and issued a citation.

Salisbury’s number one retailer Walmart was victimized in June by a similar arson incident when an unknown arsonist set fire to a package of dog food in the pet food area.
